Petition of Civil Air Patrol pursuant 14 CFR Sections 61.113, 119 and 135 requesting an emergency exemption to perform many operations in support of the emergencies in the northeast, including transportation of blood, supplies, equipment and personnel. To meet the requirements, many of these operations will be performed by private pilots holding CAP certification as mission or transport pilots.
