This document announces a public meeting to comment on proposed measures to use Aircraft Certification Service (the Service) resources more efficiently. Due to increasing public and industry demands, the Service foresees a shortage in available resources. Therefore, the Service is considering how to modify its workload. The Service has examined how to reduce the current workload through streamlining efforts and shift limited resources to more safety-critical activities. The proposals represent remedial measures we are considering.

Comments of The Air Transport Association of America Resource Utilization Measure

FAA has announced a public meeting to comment on proposed measures to use Aircraft Certification Service (the Service) resources more efficiently. Due to increasing public and industry demands, the Service foresees a shortage in available resources. Therefore, the Service is considering how to modify its workload through streamlining efforts and shift limited resources to more safety-critical activities. FAA has invited comments and provided an opportunity to make presentations. 

Delta has concerns that implementing a process to prioritize receipt of incoming projects according to the perceived completeness of the package will jeopardize our schedules, create a backlog for obtaining certification approvals, and leave the issue of the completeness of the package to the discretion of the individual ACO Engineer. Section C (2) PROGRAM NOTIFICATION COORDINATION of FAA DRAFT Order 8100.xx indicates that the managing ACO must respond formally, in writing, to the applicant within 30 calendar days from date of receipt of a project notification letter (PNL). Additionally, AC 21-40 2-2 b. provides guidance for the applicant's submittal of a certification plan for FAA approval.

Delta provides a comprehensive certification plan with each project application submitted to the ACO; however, neither written nor verbal acceptance or rejection has ever been provided for one of these projects. Since there is no traceable commitment from the ACO, the requirements for the project can and do change throughout the certification process, generating additional work for the applicant, affecting schedules, and often requiring work to be re-accomplished due to lack of coordination between the ACO and the applicant.
