AirTran’s petition must be denied. The FAA can neither create the six new exemptions requested by AirTran, nor can it make permanent the four temporary slot exemptions currently being used by AirTran without following the procedures it has set forth for the reallocation of available exemption slots. Furthermore, the FAA should deny AirTran’s request to expedite the proceedings in this docket. AirTran has articulated no reason, nor can it, to justify shortening the time in which interested parties can comment on its petition.
