Notice of Lottery and Allocation Procedures for Slots at Washington Reagan National Airport

FAA-03-15745

August 6, 2003

Comments of Spirit Airlines

ATA criticizes Spirit for its advocacy of a more structured regulatory approach,
coordinated between FAA and the Office of the Secretary, to create larger pools of slots for
reallocation. Our concern reflects the rather unusual situation, present today, where DCA slots
of different types are becoming available in a variety of unconsolidated proceedings and
potentially via pending legislation. ATA misconstrues Spirit’s position when it characterizes it
as an attempt to delay. FAA having made its decision to proceed separately with the lottery as
set forth in this docket, Spirit is pleased to participate.
