Polar Air Cargo, Inc. (Exemption, Flight Duty Time)

The result of this conflict between flight time rules for a small but essential element of Polar Air's service requires that additional crews be flown in to operate tag-end segments while the crew on board "dead-head" on these last legs of international flights. Because these operations would be permitted without a change of crew or if Polar Air were to forego the uplift of freight between continental U.S. points, safety is not an issue. Further, because this has a disruptive effect upon crew scheduling, produces an unnecessary amount of "deadheading" time, increases crew positioning costs, diminishes operational efficiencies, and discourages the uplift of U.S. air freight from all but coastal gateways, the grant of this petition is in the public interest.
