The Air Transport Association of America (ATA) petitions the Administrator for a limited exemption from that portion of 14 CFR § 119.21(a)(1) that requires intrastate operations to be conducted as domestic operations. Specifically, this petition is submitted on behalf of ATA members Hawaiian Airlines and Aloha Airlines, and on behalf of Aloha Islandair, to permit inter-island operations in Hawaii to be conducted as flag operations to the same extent permitted in Alaska by ] 4 CFR § 119.21 (a)(1). As discussed below, 14 CFR § 119.21(a)(1) authorizes the Administrator to permit operators within the State of Alaska to comply with the requirements applicable to flag operations contained in subpart U of part 121.
