On or about January 15, 1997, RESPONDENT made an entry on Aircraft Log Page #024-0298 putting missing lower forwardcargo compartment nets on a carry-over (CDL #16) and returning the aircraft to service. Respondent kept the nets on the carry-over from January 15, 1997 to January 27, 1997.  On January 23, 1997, respondent loaded cargo in the forward lower cargo compartment without the cargo nets,contrary to the MEL, and made a flight, in airtransportation, from Terre Haute, Indiana, to Boston, Massachusetts. On January 24, 1997, respondent loaded cargo in the forward lower cargo compartment without the cargo nets,contrary to the MEL, and made two flights, in airtransportation, from Terre Haute, Indiana, to Kansas City, Kansas, and from Kansas City, Kansas, to Denver, Colorado.

Under the facts and circumstances of this case, a civil penalty of $30,000 is appropriate.
