OST-2008-0223 - Allocation of Weekly US-Brazil All-Cargo Frequencies July 16, 2008 Application for an Allocation of Frequencies United Parcel Service Co. hereby applies for an award of one round-trip weekly all-cargo U.S.-Brazil frequency. This award will enable UPS to provide additional scheduled all-cargo air transportation services between the United States and Brazil. UPS urges the Department to revise the charter allocation procedures so as to enable carriers holding scheduled authority to apply for charters at any time during the year. Currently, carriers that hold scheduled authority cannot apply for an allocation of charters until the last two months of the charter year. With the removal of the limitation on the number of U.S. carriers that can provide scheduled service to Brazil, all U.S. cargo carriers can apply for Brazil frequencies. There is no longer a need for restrictions on applications for cargo charters with the increased scheduled authority that is available. UPS proposes to operate the service to Sao Paulo, Brazil with a B757 freighter aircraft with a payload capacity of 86,900 pounds that is currently in UPS's fleet. OST-2008-0228 - Centurion - Certificate of Public Convenience and Necessity and an Exemption - US-Brazil All-Cargo Service July 31, 2008 UPS respectfully requests that the Department immediately grant the applications of UPS and Centurion and dismiss UPS from any further proceedings in connection with the new authority available under the 2008 U.S.-Brazil Memorandum of Consultations. In particular, there is no need for UPS to participate in any combination frequency allocation proceeding. Since the total available U.S.-Brazil all-cargo frequencies are undersubscribed, UPS believes that it would be in the public interest to immediately allocate the requested frequencies to UPS and Centurion. The Department has a history of granting applications for frequencies where such frequencies are undersubscribed and the proceeding is not contested. In addition, granting the applications of UPS and Centurion would preserve the Department's resources and allow U.S. cargo carriers to take advantage of these valuable rights immediately. July 31, 2008 Answer of The City of Houston and The Greater Houston Partnership Houston appreciates the U.S. government's ongoing efforts to bring additional frequencies to the U.S.-Brazil market, such as through the recently agreed amendments to the U.S.-Brazil air services agreement. Brazil is already one of Houston's most significant economic and cultural partners, with trade totaling more than $7.4 billion in 2007. UPS would build on these important links by expanding the options available for cargo destined to and from Brazil. Houston has a rapidly growing air cargo trade relationship with Brazil, which was valued at more than $738 million in 2007. Airborne exports accounted for more than 68% of the traffic by weight and 92% by value, led by industrial equipment and computers. Brazil was Houston's largest partner for air cargo by weight in South America (and 10th-largest worldwide) in 2007. Indeed, Brazil accounted for more than half of Houston's air cargo trade by weight with South America, and also has driven the significant growth in that trade, which grew in value more than 20% between 2006 and 2007.
