OST-2008-0117 - Exemption and Foreign Air Carrier Permit - EU-US Charter Passenger March 21, 2008 Application for an Exemption and a Foreign Air Carrier Permit - Bookmarked Blue Line, a foreign air carrier of France, hereby applies for an exemption and a foreign air carrier permit authorizing Blue Line to provide: (a) charter foreign air transportation of persons, property and mail from points behind ED Member States, via the EU Member States and intermediate points to any point or points in the United States and beyond; (b) charter foreign air transportation of persons, property and mail between any point or points in the United States and any point or points in the European Common Aviation Area; and (c) other charters pursuant to the prior approval requirements set forth in 14 C.F.R. Part 212. Blue Line's current fleet consists of two Fokker 100 aircraft and two MD-83 aircraft. Blue Line's fleet is based at Paris - Charles de Gaulle International Airport. Blue Line intends to conduct passenger charter operations to the U.S. with its MD-83 aircraft, which have two cabin configurations: one configured with 167 seats and one with a "VIP" configuration of 60 first class seats. Blue Line now provides passenger charter operations on behalf of major European tour operators and also conducts ACMI wet lease operations for several European air carriers. In addition, Blue Line conducts VIP ad hoc passenger charter flights throughout Europe, as well as between Europe and the Middle East and West Africa. Blue Line is a French air carrier wholly-owned by French nationals. Blue Line is licensed by the French Direction Generale de L'Aviation Civile and its proposed U.S.-Europe charter services are consistent with the U.S.-EU Air Transport Agreement that becomes effective on March 30, 2008.
