Essential Air Service at Meridian, Mississippi March 17, 2008 Ninety-Day Notice of Termination of Service by Atlantic Southeast Airlines Atlantic Southeast Airlines, Inc. hereby gives notice of its intent to discontinue its unsubsidized service between Meridian, Mississippi, and Atlanta, Georgia after June 15, 2008. ASA’s service is operated as “Delta Connection” service under agreements with Delta Air Lines, Inc. Meridian’s essential air service requirements were most recently established by Order 1984-11-59, issued November 14, 1984, which requires at least two daily round trips to Atlanta and Memphis providing sufficient capacity to accommodate 40 daily enplanements. See Order 2001-12-3. No other carrier currently offers scheduled service to Meridian. Thus, the termination of the ASA service will reduce air transportation at Meridian to a level below the essential air service determination set forth in Order 1984-11-59. Delta and ASA would strongly prefer to continue providing scheduled air service to Meridian. Unfortunately, the skyrocketing cost of jet fuel has made it impossible for the carriers to continue to operate this service as an economic matter. Issued and Served March 25, 2008 Order Prohibiting Suspension of Service and Requesting Proposals | Word By this order, the Department is prohibiting Atlantic Southeast Airlines, Inc., d/b/a Delta Connection, from suspending service at Meridian, Mississippi, and requesting proposals by April 23 from carriers interested in providing replacement essential air service. Atlantic Southeast’s proposed termination of service at Meridian would leave it with no scheduled air service, and, thus, the Department must prohibit the carrier from terminating such service at the end of its 90-day notice period, and require it to maintain that service for an initial 30-day period, through July 16, 2008, consisting of thirteen round trips per week with either regional jets or large turboprop aircraft. Furthermore, we will require Atlantic Southeast to continue to maintain that level of service at Meridian for successive 30-day periods until we have completed processing the carrier-replacement case and the new carrier has actually started service. Meridian’s service needs may be met with thirteen round trips a week with either regional jets or larger cabin-class turboprops such as the Saab 340, or three round trips a day (18 each week), with 19-seat aircraft. We would not dismiss any proposal out of hand without first consulting with the community officials. We encourage any proposal that would simultaneously satisfy the community’s needs and minimize taxpayer expenditures. We note that we subsidize Mesaba’s service between Laurel/Hattiesburg and Memphis, and that carrier may wish to explore linking that subsidized service with Meridian. By: Michael Reynolds

April 22, 2008 Proposal of Delta and Atlantic Southeast Airlines Delta and ASA wish to be selected to continue jointly providing essential air service to Meridian for a two-year period beginning June 16, 2008. Delta and ASA propose to offer thirteen weekly roundtrip flights between Meridian and Delta's Atlanta hub, using 50-seat CRJ-200 regional jet aircraft.

April 22, 2008 In response to the Department's Order 2008-3-24, Mesaba Aviation, Inc., doing business as Northwest Airlink, is enclosing a detailed subsidy proposal for essential air service at Meridian, Mississippi at a level of two roundtrip flights per day, using 34-seat Saab 340 aircraft.

April 24, 2008 Request for Community Comments of:' By Order 2008-3-24 the Department prohibited ASA from suspending service and requested "best and final" proposals to serve Meridian, Mississippi. In response to our Request for Proposals, Mesaba Aviation, Inc., d/b/a Northwest Airlink, and ASA, d/b/a Delta Connection, submitted proposals. I am writing to request any final comments you might have on the carriers' service and subsidy proposals before we submit a recommendation on the carrier-selection issue to the Assistant Secretary for Aviation and International Affairs for decision. We request that you review this information and submit any comments you may have to me by May 12.
April 30, 2008 Re: City of Meridian in Support of Atlantic Southeast Airlines My office has carefully studied the proposals submitted by Mesaba Aviation, Inc., d/b/a Northwest Airlink, and ASA, d/b/a Delta Connection, and we have concluded that the ASA submission is unequivocally the superior proposal. Issued and Served May 13, 2008 Order Selecting Carrier | Word On March 17, 2008, ASA filed a 90-day notice of its intention to suspend its subsidy-free service at Meridian, Mississippi, effective June 16, 2008. By Order 2008-3-24, March 25, 2008, we prohibited ASA from suspending its service and requested proposals by April 23, 2008. We received timely-filed proposals by ASA and by Mesaba Aviation, Inc., d/b/a Northwest Airlink. By letter dated April 24, 2008, we requested comments from the community by May 12. We received comments from the Mayor of Meridian on April 30, 2008, and the issues are ripe for decision. Both proposals are for the two-year period through June 30, 2010. By this order, the Department is selecting Atlantic Southeast Airlines, Inc. d/b/a Delta Connection to provide essential air service at Meridian, Mississippi, at an annual subsidy rate of $686,489.
