OST-2008-0089 - Exemption - Houston-Chihuahua All-Cargo March 7, 2008 UPS hereby applies for an exemption authorizing it to provide foreign air transportation between Houston, Texas, on the one hand, and Chihuahua, Mexico on the other. By Notice of Action dated August 10, 2007, the DOT granted UPS exemption authority for two years to conduct scheduled all-cargo service between Laredo, Texas and Chihuahua, Mexico. Upon commencement of the service requested herein, UPS will cease its Laredo-Chihuahua service. At this time, UPS proposes to operate the service to Chihuahua five times weekly with B-757 freighter aircraft with a payload capacity of 75,000 pounds currently in UPS' fleet. March 18, 2008 Answer of the City of Houston and the Greater Houston Partnership The City of Houston and the Greater Houston Partnership respectfully submit this answer in support of the application of United Parcel Service Co. for an exemption authorizing the carrier to operate all-cargo services between Houston and Chihuahua, Mexico. Houston welcomes UPS’s plans to operate these services from Houston, and strongly supports the company’s application. Mexico as a whole is a significant trading partner for the City, and UPS’s proposal to expand Houston’s important transportation links with Mexico will further enhance this relationship. March 18, 2008 On March 7, 2008, United Parcel Service filed an Application for Exemption Authority to provide foreign scheduled air transportation of property and mail between Houston, Texas and Chihuahua, Mexico. UPS polled all parties upon whom service was required by the Department's regulations and hereby informs the Department that no party has any objection to the UPS request.
