Polar Air Cargo Worldwide, Inc. OST-2008-0083 - One Hong Kong-Sharjah All-Cargo Frequency February 29, 2008 Application for Allocation of One All-Cargo Frequency Polar submits this application requesting one weekly Hong Kong-Sharjah, United Arab Emirates frequency, with full fifth-freedom traffic rights. This flight will constitute part of the additional services that Polar will introduce between the United States and Hong Kong commencing on March 30, 2008. Polar seeks the allocation of this fifth-freedom frequency for an indefinite period. The point of Sharjah is not being served on a fifth-freedom basis from Hong Kong. Polar would ask for fifth-freedom rights to serve Sharjah as another point within the United Arab Emirates. Currently, no other U.S. all-cargo carrier is operating a Hong Kong-Sharjah frequency, so it is Polar's understanding that there are frequencies available. Polar holds the requisite Certificates of Public Convenience and Necessity for domestic and foreign air cargo transportation. See Orders 2007-5-4 and 2007-6-17 for Routes 651,696,727,820 and Blanket Route Integration. Polar will use two Boeing 747 aircraft wet-leased from Atlas Air, Inc. Filed February 29, 2008 | Issued March 6, 2008 Allocation of one U.S.-Hong Kong fifth-freedom all-cargo frequency for services between Hong Kong and Sharjah, United Arab Emirates. Polar states that these flights will constitute part of the additional services that Polar will introduce between the United States and Hong Kong commencing on March 30, 2008. Under the Memorandum of Understanding between the United States and the Hong Kong Special Administrative Region of the People’s Republic of China, U.S. all-cargo carriers are limited to a total of 64 weekly fifth-freedom frequencies. By Notice of Action Taken dated January 16, 2008, in Docket OST-2008-0010, the Department allocated two of those frequencies to Kalitta leaving a total of 6 frequencies available for allocation. Polar’s current request for one frequency to serve between Hong Kong and Sharjah will leave a total of 5 frequencies available for allocation. By: Paul Gretch |
