OST-2008-0058 - Exemption and Foreign Air Carrier Permit - Jordan-US Cargo Charters

Application for an Exemption and a Foreign Air Carrier Permit

Royal Falcon Air Services, a foreign air carrier based at Marka Airport in Amman, Jordan, applies for an exemption and a foreign air carrier permit authorizing Royal Falcon to provide the following service: a) Charter foreign air transportation of persons, property and mail between any point or points in Jordan and any point or points in the United States; and between any point or points in the United States and any point or points in a third country or countries, provided that such service constitutes part of a continuous operation, with or without a change of aircraft, that includes air service to Jordan for the purpose of carrying local traffic between Jordan and the United States; and b) Other charters between third countries and the United States in accordance with 14 C.F.R. Part 212.

Royal Falcon plans to conduct charters between the U.S. and Jordan and between the U.S. and third countries. Transatlantic operations will be conducted with Jordanian-registered Airbus A310-300 aircraft. Royal Falcon proposes to commence operating one weekly roundtrip Baltimore/Washington (BWI)-Amman, Jordan charter flight, with a non-traffic stop in Shannon, Ireland, on or about April 15, 2008.

Royal Falcon requests that the Department issue a final order granting the Company its foreign air carrier permit for a period of indefinite duration.
