Joint Application for Blanket Statements of Authorization

GoJet Airlines, L.L.C. and Mesa Airlines, Inc., d/b/a United Express hereby jointly apply for blanket statements of authorization pursuant to Part 212 of the Department’s regulations to facilitate code-share services with Air Canada, which is a code-share partner of United Air Lines, Inc. Specifically, the Joint Applicants request authorization to display Air Canada’s “AC” designator code on flights operated by them as United Express carriers between points in the United States and between points in the United States and points in Canada as well as third countries.

The Joint Applicants hereby notify the Department that they intend to begin code-share services with Air Canada beginning on or about November 10, 2007. The Joint Applicants respectfully request the Department’s prompt approval of this application so that the marketing and sale of code-share services by United and Air Canada can begin without delay.

Department Action of Application

Approval of the application of GoJet Airlines, L.L.C., and Mesa Airlines, Inc., d/b/a United Express for Blanket Statements of Authorization to facilitate code-share services with Air Canada on flights operated by United Express between points in the United States and points in Canada as well as third countries.

United Air Lines, Inc. filed the application on behalf of and with the permission of the Joint Applicants.

Air Canada's "AC" designator code will be displayed on flights operated by each of the Joint Applicants as United Express beginning on or about November 10, 2007.

GoJet hereby notifies the Department that it will display the designator codes of Air Canada, All Nippon Airways, Austrian Airlines, British Midland Airways Limited, Deutsche Lufthansa AG, Qatar Airways, Q.C.S.C., TACA International Airlines, S.A., and Lineas Aereas Costarricenses S.A. on flights operated by GoJet, d/b/a United Express, between and among the cities listed in Exhibit A hereto. Since these markets may be served interchangeably by United and United Express services, a similar notice is being filed on this date for United in the appropriate dockets. This notice will enable United and United Express carriers such as GoJet to operate code‑share services interchangeably to the points listed without the need to file repetitive notices as services shift from one carrier to another.

Re: Receipt of 30-Day Notices

We are in receipt of five 30-Day Notices from United each dated January 17, 2008, notifying the Department of the carrier's proposed expanded code-share services involving (1) United and various foreign carriers; (2) United's affiliate, Mesa Airlines, Inc., and various foreign carriers; (3) United's affiliate, GoJet Airlines, LLC, and various foreign carriers; (4) United's affiliate, Shuttle America Corporation, and various foreign carriers; and (5) United's affiliate, Sky West Airlines, Inc., and various foreign carriers.

We have reviewed the services proposed and have no objection to the Notices. In this regard, however, we note that no services that become newly available under the first phase U.S.-EU Air Transport Agreement can be implemented before March 30, 2008.

Pursuant to the blanket Statements of Authorization the Department has granted to GoJet Airlines, L.L.C., GoJet hereby amends the list of code-share markets it filed with the Department on January 17, 2008 to add a newly announced city (Helena, MT) in which it may display the designator codes of Air Canada, All Nippon Airways, Austrian Airlines, British Midland Airways Limited, Deutsche Lufthansa AG, Qatar Airways, Q.C.S.C., TACA International Airlines, S.A., and Lineas Aereas Costarricenses S.A. on flights operated by GoJet, d/b/a United Express. For ease of reference, an updated Exhibit A is attached hereto that clearly identifies Helena, MT, as a new city and a copy of this notice will be filed in all referenced dockets of this notice. Since these markets may be served interchangeably by United and United Express services, a similar notice is being filed on this date for United in the appropriate dockets.
