Application for an Exemption

As set out in its permit application in Docket OST-2007-29081, Applicant proposes to operate two Boeing 747-200F aircraft on the requested Khabarovsk-Anchorage-New York-Miami routes, and its operations to and from the United States would fall fully within the numerical and other limits imposed by the Russia-U.S. agreement. Tesis proposes three flights per week, Khabarovsk-Anchorage-JFK, two of which would ferry out of the United States, and one of which would return on the Transatlantic route from JFK to Moscow. One additional flight would operate Khabarovsk-Anchorage-Miami and ferry out of the United States.

Tesis' application for foreign air carrier permit in OST-2007-29081 provides the information required by 14 CFR 211.20, and Tesis therefore requests that that material be incorporated by reference in this application to the extent necessary.
