Application for a Certificate of Public Convenience and Necessity

Continental applies for a certificate of public convenience and necessity authorizing Continental to provide scheduled foreign air transportation of persons, property and mail between Houston, Texas and Buenos Aires, Argentina.

Granting Continental certificate authority to offer nonstop service between its Houston hub and Buenos Aires so it can continue to operate daily Houston-Buenos Aires flights will serve the public interest by authorizing Continental to continue providing such service for at least five more years. Continental's Houston- Buenos Aires flights will continue to provide convenient access between points throughout Continental's Houston hub network and Buenos Aires and continue to provide effective competition for American's Dallas/Fort Worth-Buenos Aires flights.

Continental currently holds exemption authority and seven frequencies for Houston-Buenos Aires service awarded by Order 2005-10-18. Continental is applying today in Docket OST-2005-21949 for renewal of its exemption authority. Continental's allocation of seven U.S.-Argentina frequencies remains effective indefinitely so long as Continental continues to hold underlying authority to serve the market.
