Croatia Airlines hereby applies for a foreign air carrier permit authorizing it to engage in scheduled foreign air transportation of persons, property and mail from points behind Croatia, via Croatia and any intermediate points, to any point or points in the United States and beyond. Croatia Airlines also requests authority to operate charters pursuant to 14 C.F.R. Part 212. Croatia Airlines plans to initially hold out scheduled air service between Croatia and the United States pursuant to a code-share arrangement with United Air Lines, Inc., under which Croatia Airlines' "OU" designator code will be displayed on flights operated by united." Furthermore, Croatia Airlines plans to display United's "UA" designator code on Croatia Airlines' flights within Croatia and between Croatia and points in third countries. Croatia Airlines and United plan to begin their reciprocal code-sharing services as soon as all governmental approvals have been made effective. The carriers, however, do not propose to implement their code sharing until immediately after the anticipated bilateral open skies air service agreement between the Governments of the United States and Croatia becomes effective. Croatia Airlines requests that its foreign air carrier permit be granted for an indefinite period.

Croatia Airlines is concurrently filing both this foreign air carrier permit application and a corresponding application for an exemption and requests that the Department review these applications under its streamlined regulatory procedures announced on August 23, 2005 (Docket OST-2005-22228).
