US-Argentina Combination Service Served July 18, 2007 By this Notice, we invite interested U.S. carriers to file and/or to supplement already-filed applications for newly available U.S.-Argentina combination air transportation opportunities pursuant to the Protocol to the Agreement between the United States and the Argentine Republic that entered into force on July 3, 2007. The 2007 Amendment increases the number of frequencies available to U.S. carriers and the number of points that may be served in Argentina. Pursuant to the 2007 Amendment, the number of weekly frequencies for combination carriers of each country will double, from 56 to 112, in three stages. In the first stage, effective immediately, the United States may allocate twenty-one additional frequencies for a total of seventy-seven weekly frequencies. In the second stage (effective March 21,2008) the United States may allocate twenty-one additional frequencies for a total of ninety-eight weekly frequencies. In the third stage (effective March 21, 2009), the United States may allocate fourteen additional frequencies for a total of one hundred and twelve weekly frequencies. U.S. carriers use all currently-allocated frequencies to serve Buenos Aires. Pursuant to the 2007 Amendment, the United States may select up to a total of four points in Argentina for combination service. We will re-select Buenos Aires as one of the four points for combination service in order to allow for continuation of services already operated by designated carriers. In addition, the United States may now select a total of ten points in Argentina for code-share-only service. Under the 2007 Amendment, the United States preserved its right to select five points that may be served on a code-share-only basis with a carrier of any country (including Argentina) and gained the right to serve an additional five points on a code-share-only basis with a carrier of Argentina. All applications should include, at a minimum, the following information: (a) the market(s) to be served, including the full single-plane routing for the service and, if the carrier plans to display the code of another carrier on its flights in the market, the name of that carrier; (b) the number of frequencies requested by market, including whether the frequencies would be used on a year-round or seasonal basis (for seasonal service the inclusive dates of service should be provided); (c) type of aircraft to be used, including seating configuration (first, business, economy); and (d) the proposed startup date(s) for the services proposed. July 30, 2007 Supplement of American to Application for Exemption and Allocation of Frequencies American Airlines, Inc., in response to the Department's Notice of July 18, 2007, hereby supplements its application filed OST-2007-27816 on April 3, 2007 seeking an exemption and frequency allocation to serve the Chicago-Buenos Aires market. The Department has consolidated American's application into the new docket . The market to be served is Chicago-Buenos Aires. Service will be provided on a nonstop basis. The number of frequencies requested is seven per week to provide Chicago-Buenos Aires daily nonstop service year-round. American states that it will use the frequencies to begin daily nonstop combination service in the Chicago-Buenos Aires market, commencing no later than December 13, 2007. American originally filed its application for Chicago-Buenos Aires frequencies in Docket OST-2007-27816, in anticipation of new rights becoming available for U.S. air carriers. Subsequently, by Notice dated July 18, 2007, we invited applications for, among other things, newly available U.S.-Argentina combination frequencies. We noted that American had already filed an application for certain of the frequencies and that we would consolidate its application, and any other applications filed for the newly available frequencies, in Docket OST-2007-28766.
