Application for Authority to Conduct Scheduled Operations as a Commuter Air Carrier

Applicant requests authority to engage in scheduled passenger operations as a commuter and proposes to operate:

Five identical round-trip flights per week which will serve the markets of Boise, ID, and McCall, ID with one round-trip flight each day of the week except for Tuesday and Wednesday. This service will be operated using a Cessna 402 aircraft, N27115, which has a seating capacity of 7 passengers or a cargo-only capacity of 1500 lbs.

Alternate aircraft will be a Britten Norman BN-2, N848MA, which has a seating capacity of 9 passengers or a cargo-only capacity of 1,700 lbs.

Re: DOT Has Not Received Additional Information

Our records indicate that, by letter dated August 30, 2007, the Department requested additional information to complete our review of the application filed by McCall Aviation, Inc. for commuter air carrier authorization. Based on our review of the material submitted in response to our request, we found it necessary to request additional and/or clarifying information to enable us to complete processing of McCall's application. Therefore, on November 16, 2007, we requested additional information via email to Ms. Laura Scott. To date, we have not received a response from McCall regarding our request for additional information.

It is not the Department's policy to keep incomplete applications open indefinitely. Therefore, unless McCall provides a complete response to our Information Requests within 14 days of the date of this letter, we intend to dismiss its application without further notice.

Order to Show Cause Proposing Issuance of Commuter Air Carrier Authority

By this order, we tentatively find that McCall Aviation, Inc. is a citizen of the United States and is fit, willing, and able to conduct scheduled passenger operations as a commuter air carrier.

McCall proposes to expand its current on-demand operations to include scheduled passenger service, using two small aircraft. McCall expects that it will operate a total of 286 block hours, and provide five roundtrip flights per week between Boise and McCall, Idaho, using one Cessna 402 and one Britten Norman BN-2 aircraft.

We will give interested persons 14 days following the service date of this order to show cause why the tentative findings and conclusions set forth here should not be made final; answers to objections will be due within 7 days thereafter. We expect such persons to direct their objections, if any, to the application and points at issue and to support such objections with detailed economic analyses.

By Order 2008-4-18, issued April 10, 2008, we directed all interested persons to show cause why we should not make final our tentative findings and conclusions that McCall Aviation, Inc., is a citizen of the United States and is fit, willing, and able to engage in scheduled passenger operations as a commuter air carrier, subject to conditions. Interested persons were given 14 calendar days to file objections to the order.

No objections to the show-cause order were received.
