USA 3000 Airlines OST-2007-28577 - Exemption - Chicago-Cozumel/Huatulco June 21, 2007 The U.S.-Mexico Bilateral Air Services Agreement, as amended, currently permits each country up to three designated carriers per country for operation of scheduled combination services with their own aircraft between any pair of cities. USA 3000 understands that only United is currently designated and operating scheduled service in the Chicago-Cozumel city-pair and no U.S. carrier is currently designated or operating non-stop service in the Chicago-Huatulco city-pair. USA 3000 intends to operate these services on a year‑round basis with its growing fleet of new, state-of-the-art, Airbus A-320 (168Y) aircraft. June 27, 2007 On behalf of Brendan Airways, LLC, d/b/a USA 3000 Airlines, we have polled the U.S. carrier representatives served with the above referenced application and subsequent erratum, and no carrier objected to USA 3000's application for exemption authority. June 29, 2007 United previously gave USA 3000 a non-objection when the carrier polled interested parties. United continues to have no objection to the Department granting USA 3000 the authority it seeks so long as the Department similarly approves United’s request to reactivate its dormant exemption authority for the same market (See, Docket OST-2004-17490). United has now decided to reinstate weekly, seasonal Chicago-Cozumel non-stop services, operating each Saturday from December 15, 2007 through the following April and a similar seasonal pattern each year thereafter. United will use A320 equipment with 138 seats (12F; 126Y). In these circumstances, United is filing a separate letter asking the Department to reactivate its exemption authority, effective immediately, to enable it to reinstate this service.
