July 26, 2007 Answer of the New Jersey Parties in Support of Continental Airlines As the outpouring of support from New Jersey elected officials, businesses and individuals in this proceeding attests, New Jersey needs its first-ever nonstop Shanghai service, and NewarkNew York, by far the largest U.S.-China gateway where the first daily nonstop service is proposed, will benefit enormously from nonstop Shanghai service at the region's only hub gateway, Newark Liberty International Airport. Selecting Continental's proposal to provide daily service between Newark Liberty and Shanghai in 2009 will provide far more significant public benefits than selection of Atlanta for service in the very small Atlanta-Beijing market, particularly if Atlanta receives Shanghai service in 2007; selection of Chicago for a second daily nonstop U.S.-flag Beijing flight; selection of Detroit for either a Shanghai or Beijing flight its hub carrier could offer today; selection of Los Angeles for its second daily nonstop Shanghai flight, selection of Philadelphia for service in the very small Philadelphia-Beijing market; or selection of Seattle for point-to-point service to Shanghai with a 96-seat aircraft. While other gateways and carriers must stretch to find sufficient traffic to support their proposed services, Continental's successful NewarklNew York-Beijing service demonstrates that Continental's proposed Newark/New York-Shanghai service will also succeed. Nonstop Shanghai service at Newark Liberty will ensure that New Jersey has the vital service it needs to sustain and build upon its large and rapidly-growing economic ties with China. At the same time, China service by Continental at Newark Liberty will bring first-ever Shanghai hub connections to the Newark/New York region, positioning Newark, New Jersey and the surrounding region to compete with other gateways as a major U.S. hub for China traffic and providing travelers and shippers in New Jersey with an alternative to connecting flights through other gateways or a long ride to JFK for less-than-daily foreign-flag service. These combined benefits warrant selection of Continental's Newark/New York proposal to offer service between the Newark/New York commercial capitol of the US. and the Shanghai commercial capitol of China. August 2, 2007 Reply of the New Jersey Parties in Support of Continental While each of the gateways supporting applications in this proceeding for U.S.-China authority has demonstrated that new China service would benefit the gateway city and its surrounding region significantly, not one of those gateway cities has demonstrated any reason that Continental should not receive certificate authority and seven frequencies to offer daily nonstop Newark/New York-Shanghai service starting in March 2009. As the New Jersey parties have demonstrated, the large and important Newark/New York gateway lacks any daily nonstop service to Shanghai, China's primary commercial and financial center, and the demographic and trade characteristics of NewarkINew York and the states of New Jersey and New York create the strongest need for daily nonstop Shanghai service. Although New Jersey has long supported Continental's proposals to offer nonstop NewarkINew York-Shanghai service, it seems likely that Georgia will receive its first Shanghai service and California will receive its second Guangzhou service before New Jersey's critical need for nonstop Shanghai service has been fulfilled. In the competition with California, Georgia, Michigan, Pennsylvania and Washington for new daily service in 2009, New Jersey's longstanding requirements should be met first to bring daily nonstop service and a new gateway to the U.S.-Shanghai market at the largest gateway lacking daily nonstop service on its applicant carrier's proposed routing. Since California and Georgia will already have received new daily nonstop China service in 2007 and 2008 and the benefits of the Department's success in negotiating additional rights to serve China should be brought to multiple gateway states, New Jersey should take precedence over both California and Georgia in 2009. By the same token, since the NewarkINew York-Shanghai market is so much larger than the Detroit-Shanghai or Beijing, Philadelphia-Beijing or Seattle-Shanghai markets it should take precedence over those routes as well as taking precedence over the addition of a fourth daily China flight at Chicago. July 26, 2007 Answer of the Memphis Parties in Support of Northwest The Memphis Parties have reviewed the applications and strongly support Northwest's application for 14 frequencies to provide nonstop Detroit-Shanghai and Detroit-Beijing service. If selected, Northwest would offer residents of the Memphis metropolitan area a new single-connection option to Shanghai, shaving about 4 hours off current roundtrip travel options via Chicago. Similarly, Northwest's proposed Detroit-Beijing service would save Memphians 6.5 hours over United's current roundtrip offering. Northwest's proposal would also improve service for people in cities behind Memphis, increasing transit traffic at our airport and strengthening the network of our most important combination carrier. No other proposal before the Department would yield these benefits for Memphis. Northwest's proposed service would provide an important link between China and Memphis - a key transportation hub and home to the world's busiest cargo airport. Improved access to China is important, not just to Memphis, but to the businesses and communities of the Mid-South Region. Federal Express is establishing its Asian cargo hub at Guangzhou, and Northwest is the only U.S. carrier that has sought to develop this important China market.. Northwest needs additional frequencies in this proceeding to maintain its presence at Guangzhou and to compete, using its Narita hub, with United for traffic in the western United States. July 26, 2007 Congressman James Oberstar in Support of Northwest I strongly support Northwest Airlines' application for new passenger service frequencies between the United States and China under the May 23, 2007 United States-China bilateral aviation agreement. The new bilateral agreement provides for extensive increases in service between the U.S. and China beginning in August 2007 through 2009, with a total of 42 new frequencies available. It is my understanding that the Department has indicated a preference for a new entrant carrier service in 2007. However, Northwest Airlines is ready to provide service now between Detroit and Shanghai, using Boeing 747-400 aircraft. If selected for 2009 service, Northwest would be the first major carrier to use the new Boeing 787 Dreamliner between the U.S. and China.

August 2, 2007 Reply of Wayne County Airport Authority in Support of Northwest Detroit is the largest new O&D gateway at issue in this case -- with twice as many local China passengers as Atlanta. Furthermore, Detroit has exhibited the highest propensity to travel to China among these gateways. Detroit is without question the most effective and efficient gateway for new service to China, and Northwest Airlines is the best prepared airline in these proceedings to provide this service in the most timely manner, taking advantage of the "hard-won concession" of seven 2007 U.S. - China frequencies by the Department. U.S. - China frequencies are a scarce resource that should not, under any circumstances, go to waste. Given that Delta Air Lines is not prepared to begin service until the second quarter of 2008, an award to Northwest Airlines for immediate Detroit - Shanghai service would ensure that the frequencies are put to the highest and best use. Northwest's proposed Detroit - Shanghai and Detroit - Beijing services will benefit more people in more communities than the Atlanta services proposed by Delta. The Detroit services are not duplicative of the China service Northwest offers through its Tokyo hub. And, of equal importance, Northwest's service will provide balanced competition to United Airlines' U.S. - China service from its San Francisco hub. By: Lester Robinson
August 2, 2007 Reply of the Memphis Parties in Support of Northwest Memphis has strong ties to China, given its status as the world's busiest cargo airport and the huge volume of U.S.-China cargo traffic. Those ties wilt become even stronger as FedEx opens its new primary Asian hub in Guangzhou, China. China is Tennessee's third largest trading partner, making air links between Tennessee and China critically important. In addition, by granting Northwest's application, the Department can achieve the important goal of promoting head-to-head competition between Northwest and United. Northwest is the US. only carrier that competes against United for U.S.-China and U.S.-Asia traffic throughout the entire United States. Northwest is able to provide such comprehensive US.-Asia service because it operates an efficient U.S. carrier hub at Narita. Northwest's proposed Detroit services are an important complement to its existing Narita service, because they will enable Northwest to improve service for eastern US. passengers, while maintaining a strong AsiaIPacific hub. The Department should reject the disparaging remarks of the Atlanta Parties concerning Northwest's existing and highly beneficial services. As revealed in Northwest's answer, Delta carries 40 percent Latin America traffic on its Asia services at Atlanta. To the extent third country passengers are relevant, Delta's proposed service is no different than Northwest's existing services. Northwest's proposed services would benefit more US. passengers than Delta's - and Northwest would do so immediately instead of waiting until 2008. July 16, 2007 City and County of San Francisco in Support of United (San Francisco-Guangzhou) The proposed service from SFO would optimize U.S. use of its hard-won opportunity to meet the demand for non-stop service to Guangzhou. That demand is demonstrably focused on the West Coast and, specifically, on the San Francisco Bay Area. Approximately sixty percent of the entire U.S.-Guangzhou air travel market is concentrated in California, which also accounts for half of all U.S.-China air service. The San Francisco Customs district alone accounted for 26% of all air cargo shipped from the U.S. to China in 2001 and combined with the Los Angeles Customs district accounted for 44% of the total according to U.S. Department of Commerce Bureaus of Census Foreign Trade Division. Even more important, the San Francisco Bay Area is home to the greatest concentration of Chinese-Americans with strong ties to Guangzhou and the Guangdong region. Of the 500,000 ethnic Chinese residing in the Bay Area (150,000 in the City alone), approximately 80 percent are either from, or have strong ties to, Guangdong Province, according to the San Francisco Chinese Chamber of Commerce. Within this vibrant and growing San Francisco community, there are more than 90 Chinese "Family Associations" or Benevolent Associations, each connected to a specific city, town, or region within the Guangdong Province. As one of the world's most visited international cities, and the international gateway to the Bay Area's resurgent high technology and bioscience-based industries, San Francisco has long supported a solid pattern of US-China air service -- by Air China and United -- to Beijing in the north and to Shanghai on the country's central coast. July 16, 2007 Los Angeles World Airports in Support of United (Los Angeles-Shanghai) Los Angeles is the largest market for service to Shanghai in the State with the most U.S.-China traffic in the U.S. The fact that a U.S. carrier does not provide passenger or cargo service from Los Angeles to any destination in China is a glaring deficiency in the network of air travel and transport connections that unite our economy and culture with those of China. The United proposal would begin to address this deficiency of U.S. carrier capacity by adding needed daily non-stop air service between Los Angeles and Shanghai. The Los Angeles region's cultural ties to China are also strong. California is home to over one million ethnic Chinese with New York State a distant second with some 445,000. Los Angeles has over 450,000 Chinese descendants from PRC and Hong Kong and its metropolitan region is home to the largest number of ethnic Chinese in California. The dynamic economic growth of the Los Angeles region, its extensive economic ties to China and Shanghai, its large population and ethnic Chinese population and the large economic impact a daily United Boeing-747 service would produce make Los Angeles the ideal choice for nonstop U.S. carrier service to Shanghai. July 16, 2007 Metropolitan Washington Airports Authority in Support of United (Dulles-Shanghai) Washington-Shanghai will provide the U.S. government trade and technology policy-makers more efficient access to Shanghai, China’s most important trade and technology center. The United States is the largest economy in the world and trade and technology issues are among the most important matters that our government pursues with China. While many governmental activities occur in Beijing, a significant amount of government and government-related exchanges occur in Shanghai that should be further supported by nonstop service. Washington-Shanghai service will connect the U.S. metropolitan region with the largest population that does not currently have nonstop service to Shanghai. The Washington Region has one of the largest Chinese populations in the U.S. and more importantly, has the second highest income levels of any ethnic Chinese population per capita in America. While there are other U.S. communities that have larger ethnic Chinese populations that would like to visit China, it is the income level of these communities that determines the extent to which such trips will actually occur. Order 2007-6-15. There is no doubt that awarding seven of the 28 available frequencies to establish the first non-stop service by a U.S. carrier in the Los Angeles-Shanghai market and a new Western U.S. gateway to China will do more to achieve the Department’s stated objective than granting any of the competing applications. LAWA notes that non-stop service from Los Angeles overwhelmingly eclipses the other proposals in terms of public benefits. In order to properly assess which service proposal will advance the Department’s stated objective, LAWA urges the Department to look beyond the commercial interests of individual carriers and airports and focus purely on the proposed use of the available 2009 frequencies and their associated public benefits. Los Angeles, California and the Western United States are all economic powerhouses for the country. Tellingly, Los Angeles, more than any other proposed gateway for 2009 frequencies, experiences demand that far exceeds supply.
