OST-2007-28273 - Exemption - US-Mexico Cargo May 17, 2007 AeroUnion hereby submits its application for an Exemption from 49 U.S.C. 41301 to the extent necessary to permit AeroUnion to engage in scheduled foreign air transportation of property and mail on the following routes:

June 1, 2007 Reply of the City of Houston and the Greater Houston Partnership Houston welcomes AeroUnion’s proposed services, which would be of significant value for businesses in both the Greater Houston area and Mexico, which is Houston’s overall largest international air market. As the Department is aware, Houston’s flagship airport, George Bush Intercontinental, is the top U.S. gateway measured by the number of Mexican destinations served by non-stop scheduled flights, and the second-largest U.S. gateway measured by passengers between the U.S. and Mexico. Houston forecasts predict rapid growth in its domestic and international cargo traffic over the next two decades, averaging over four percent annually. AeroUnion’s plans to serve the Houston-Guadalajara market reflect this additional, growing demand in Houston’s cargo markets. Houston has invested heavily in recent years in its infrastructure, and its IAH CargoCenter offers ideal port-of-entry services. The services proposed by AeroUnion fall within the scope of the U.S.-Mexico bilateral and would bring important additional benefits to Houston’s growing air transportation network.
