AirBridgeCargo Airlines Limited OST-2007-28233 - Foreign Air Carrier Permit - Russia-US All-Cargo May 14, 2007 Application for a Foreign Air Carrier Permit - Bookmarked ABC requests a foreign air carrier permit authorizing it to engage in (1) scheduled all-cargo air transportation operations between any point or points in the Russian Federation, via intermediate points, and points in the United States (Houston, New York and Atlanta), and beyond; and (2) charter all-cargo air transportation operations between any point or points in Russia and any point or points in the United States, as well as any point or points in the United States and any point or points in a third country or countries subject to pertinent national, bilateral and international rules and regulations. As a result of ABC's desire to begin operating charter services and advertise its services in its own right as soon as possible, ABC is contemporaneously filing an Application for an Exemption that would authorize the services that are the subject of this application. ABC will utilize Boeing 747 all-cargo aircraft for its proposed US. operations, or such other aircraft as it may have or acquire to conduct the proposed operations. ABC was founded with the aim to develop a broad array of services for Volga-Dnepr Airline's already substantial all-cargo customer base. ABC was developed with scheduled cargo service as its primary business objective. ABC's fleet development plan is focused around the Boeing 747 all-cargo configured aircraft, with a view to expanding its all-cargo services to meet the needs of a worldwide all-cargo scheduled transportation market. ABC has first focused on developing its Europe - Asia presence by initially establishing services between Europe and China. It will take delivery of new B747-400ER equipment in November of 2007 to further serve its existing routes as well as to institute US - Europe Asia all-cargo service. ABC will substantially expand these services in the near future as it has recently acquired 5 new Boeing 747-8 all-cargo configured aircraft, and is scheduled to take delivery of this new equipment beginning in 2010. ABC is focused on staring its US services by operating to Houston in an around-the-world pattern. It will operate its new Boeing 747-400ER aircraft from Houston to Amsterdam, Moscow, Beijing, Khabarovsk, Toronto and then returning to Houston via Cross Polar Routes to the Americas and Transatlantic on the return route. This service pattern will offer online scheduled transportation around the world. In addition, ABC will offer its customers connecting services from its hubs in Moscow and Krasnoyarsk. OST-2007-28233 - Foreign Air Carrier Permit - Russia-US All-Cargo May 25, 2007 Answer of the City of Houston and the Greater Houston Partnership Houston welcomes AirBridgeCargo’s plans to serve Houston, and strongly supports the company’s applications. Although there currently are no scheduled Houston-Russia all-cargo operations, there is a significant need for such service. Indeed, Houston-Russia is already a major cargo market, in large part due to Houston’s preeminent positions in both the U.S. energy and technology industries. In 2006, the air cargo trade between Houston and Russia totaled more than 1.2 million kilograms with a value of more than $84 million, and Russia was Houston’s largest air cargo trade partner in Eastern Europe. Further, Houston plays a major role in the nation’s overall trade with Russia; the total Russia trade handled by the Houston-Galveston Customs District in 2006 had a value of $4.166 billion. This trade is increasing significantly, with a 327% rise being recorded between 2001 and 2006, and a 43% rise between 2005 and 2006. Houston companies have invested heavily in business with Russia, with several being participants in major energy projects underway in Russia. Houston also has a vibrant community of Russian-speakers, and since 2004 has been home to one of only five Russian consulates in the United States, which serves an eight-state region. The restrictive bilateral agreement between the U.S. and Russia has presented significant challenges for the City in developing the Houston-Russia air service operations that the community needs. OST-2007-28233 - Foreign Air Carrier Permit - Russia-US All-Cargo August 9, 2007 Amendment to Applications for a Foreign Air Carrier Permit and an Exemption By this amendment, ABC wishes to amend its Applications by clarifying them as follows: 1) ABC requests a foreign air carder permit authorizing it to engage in (1) scheduled all-cargo air transportation operations between any point or points in the Russian Federation, via intermediate points, and Houston, New York and Atlanta in the United States, and beyond to a point in the Western Hemisphere; and in (2) charter all-cargo air transportation operations between any point or points in Russia and any point or points in the United States, as well as any point or points the United States and any point or points in a third country or countries subject to pertinent national, bilateral and international rules and regulations; 2) ABC intends to operate to the points In the United States stipulated above from Moscow, Russia and Krasnoyarsk, Russia. ABC will notify the Department if these points in the Russian Federation become subject to change. ABC further intends to operate to Toronto, Canada, as its beyond point in the Western Hemisphere, and will notify the Department if this point is changed; and 3) ABC hereby also requests that its application for an exemption pursuant to 49 U.S.C. 41309 filed in Docket OST-2007-28234 contemporaneously with the application for a foreign air carrier permit be amended as stated herein to the extent necessary. ABC therefore requests a foreign air carrier permit authorizing it to engage in (1) scheduled all-cargo air transportation operations between any point or points in the Russian Federation, via intermediate points, and Houston, New York and Atlanta in the United States, and beyond to a point in the Western Hemisphere; and in (2) charter all-cargo air transportation operations between any point or points in Russia and any point or points in the United States, as well as any point or points the United States and any point or points in a third , country or countries subject to pertinent national, bilateral and international rules and regulations ABC intends to operate to the points In the United States stipulated above from Moscow, Russia and Krasnoyarsk, Russia. Order 2008-2-19 Filed and Issued February 13, 2008 By Order 2007-11-15, issued November 21, 2007, we directed all interested persons to show cause why we should not make final our tentative findings and conclusions stated therein and award a foreign air carrier permit in the form attached to the Order and subject to the conditions attached thereto. We gave interested persons 21 days to file objections to the Order. We said that if no objections are filed, all further procedural steps shall be deemed waived, and the Department will enter an order (subject to Presidential review under 49 U.S.C. §41307) which will make final the findings and conclusions of the Order.
