Application for an Exemption

TravelspanGT intends to introduce competitive scheduled service on the Orlando-Port of Spain-Georgetown route, which will provide the traveling public with attractive alternate travel options from Florida to Georgetown, Guyana, and Port of Spain. TravelspanGT's proposed service will increase competition and improve the level of convenience for passengers. No Guyanese airline currently serves this market, and grant of the exemption will bring much-needed competition.

TravelspanGT intends to operate the proposed service using aircraft wet-leased from a duly authorized and properly supervised U.S. or foreign air carrier.

TravelspanGT hereby incorporates by reference the relevant information contained in Dockets OST-2006-24494 and 26620.

Notice of Action Taken

Exemption under 49 USC 40109 to permit the applicant to conduct scheduled foreign air transportation of persons, property and mail between Orlando, Florida, on the one hand, and Georgetown, Guyana and Port of Spain, Trinidad and Tobago, on the other hand, using wet-leased aircraft.

The Department is acting on TravelspanGT's application prior to the expiration of the 15-day answer period with the consent of all parties served.

Guyana is currently a Category 2 country under the FAA International Aviation Safety Assessment Program.

Application for Renewal of Exemptions

TravelSpanGT is seeking to renew its exemption authority to engage in scheduled foreign air transportation of persons, property and mail between New York, New York, Fort Lauderdale and Orlando Florida, on the one hand, and Georgetown, Guyana, and Port of Spain, Trinidad and Tobago, on the other hand, using aircraft wet-leased from a duly authorized and properly supervised U.S. or foreign air carrier, for a period of at least one year. During peak season, TravelSpanGT offers five weekly nonstop flights between New York/JFK International Airport and Georgetown, Guyana, plus one additional weekly flight from JFK to Georgetown, via Port of Spain. In addition, TravelSpanGT offers two weekly flights between Ft Lauderdale, Florida and Georgetown, Guyana, via Port of Spain during peak season.

TravelSpanGT anticipates continuing to operate a similar schedule for its New York and Ft. Lauderdale services using aircraft wet-leased from either Ryan International Airlines or TEM Enterprises d/b/a Xtra Airways, or other duly authorized and properly supervised U.S. or foreign air carriers, consistent with market conditions. Although TravelSpanGT has not yet launched service on the Orlando-Port of Spain/Georgetown route, TravelSpanGT requests renewal of this authority to provide TravelSpanGT the flexibility to commence service on that route over the next 12 months, as market conditions warrant.
