Atlas Air, Inc. OST-2007-26866 - Exemption - Miami/New York-Caracas All-Cargo January 10, 2007 Atlas is examining routing options between the Eastern Zone of the United States and Caracas under U.S. Route 1 of the agreement and anticipates the possible nearterm need for MIA/JFK-Caracas authority via and beyond to bilaterally-authorized points. Accordingly, and to obtain routing flexibility on a going-forward basis, Atlas is applying herein for exemption authority between Miami and New York, on the one hand, and Caracas, Venezuela, on the other via intermediate points and beyond Caracas to points enumerated in the U.S.-Venezuela agreement. Atlas operates to and from a variety of points in South America. In view of the improved bilateral environment and the greater operational certainty a carrier generally has when operating under scheduled authority, Atlas now wishes to avail itself of the scheduled service opportunities for which the U.S.‑Venezuela agreement provides.
