Joint Application for Statements of Authorization

GoJet Airlines LLC, Mesa Airlines, Inc., Shuttle America Corporation, and SkyWest Airlines, Inc. hereby jointly apply for blanket statements of authorization pursuant to Part 212 of the Department's regulations to display the two-letter designator of South African Airways (Pty) Limited, a code-share partner of United Air Lines, Inc. and a member of the Star Alliance, on flights operated by each of the Joint Applicants as United Express carriers between any points in the United States and beyond the United States to points in third countries, on a blind-sector basis.

The Joint Applicants are each air carriers holding certificates of public convenience and necessity and exemptions authorizing them to operate scheduled air services in U.S. and foreign markets. They are also each participants in the United Express commuter program, operating code-share services for United and displaying United's designator code. As such, United and its United Express carriers wish to make these United Express services available for code-share purposes to United's foreign alliance partners such as SAA. These additional code-share services will increase online service offerings between the U.S. and South Africa, particularly in the smaller markets where the Joint Applicants now provide United Express services.

The Joint Applicants request that the Department issue the statements of authorization applied for herein for an indefinite period.

On behalf of the Joint Applicants, I have polled the representatives of all carriers on the service list attached to the Joint Application of GoJet Airlines LLC, Mesa Airlines, Inc., Shuttle America Corporation, and SkyWest Airlines, Inc., filed January 4, 2007, in the above-referenced docket. All carriers' representatives have advised me that they have no objection to the granting of this application.

Notice of Action Taken

Amendment: Scheduled service to 25 named U.S. points beyond SAA’s U.S. gateways on a code-share basis in conjnnction with any current or future United Express carrier.

  • SAA currently holds exemption authority to serve the 25-named points on a code-share basis with United Air Lines, Inc. See Notice of Action Taken, dated December 23, 2005, in Docket OST-2005-22619.
  • The 25 code-share only points are as follows: Baltimore, Boston, Ft. Lauderdale, Cincinnati, Cleveland, Dallas/Ft. Worth, Denver, Detroit, Houston, Las Vegas, Minneapolis/St. Paul, New Orleans, Orlando, Philadelphia, Phoenix, Pittsburgh, Portland, Raleigh/Durham, St. Louis, Salt Lake City, San Diego, San Francisco, Seattle, Tampa, and West Palm Beach. See Notice of Action Taken dated March 21, 2005, in Dockets OST-2002-13366, OST-1999-6555 and OST-2000-6756.

Blanket Statements of Authorization: Display SAA’s “SA“” designator code on flights operated by any of the Joint Applicants as a United Express carrier between SAA’s coterminal U.S. gateways, as well as between each of those U.S. gateways, on the one hand, and points in the United States, on the other hand, and beyond to points in third countries without local traffic right.

South African Code to be Added to Charlotte, Indianapolis, Columbus, Kansas City and Austin Routes

SAA, on its own behalf and on behalf of United and United Express, hereby notifies the Department that SAA's "SA*" designator code will be placed on flights operated by United and/or United Express' between the authorized U.S. gateways of SAA and the following points: Charlotte, Indianapolis, Columbus, Kansas City and Austin.

The South African Department of Transport on January 24, 2007, sent the United States a letter indicating its desire to substitute five of the twenty-five points. Being removed from the list are:

  • Baltimore, Cincinnati, Ft. Lauderdale, Salt Lake City, and West Palm Beach.

Being added to the list are:

  • Charlotte, Indianapolis, Columbus, Kansas City, and Austin.

The carriers hereby request that this notice of point change also serve as a 30-day notice for code-sharing beyond SAA's U.S. gateways to these five new U.S. points covering services operated both by United and/or United Express.
