Volga-Dnepr J.S. Cargo Airline OST-2007-26806 - Emergency Exemption - Hunter Army Field-Victorville January 4, 2007 Application for an Emergency Exemption Permit Volga-Dnepr to operate eight one-way all-cargo charter flights, utilizing Volga-Dnepr's AN 124-100 aircraft, to transport outsized cargo between Hunter Army Air Field, Georgia, and Victorville, California in the period of January 8-15, 2006, on behalf of United States Department of Defense Air Mobility Command Counsel: The Wicks Group, Glenn Wicks, 202-457-7790
Filed January 4, 2007 | Issued Exemption from 49 USC § 40109(g) to permit the applicant to operate eight, one-way, all-cargo charter flights, using its AN-124-100 aircraft, carrying outsized cargo on behalf of the U.S. Department of Defense, from Hunter Army Air Field, Georgia, to Victorville. California, during the period January 8-15, 2007. The applicant states that each flight would carry a combination of UH-60 Blackhawk and AH-60 Apache helicopters. The applicant asserts that DOD needs the subject lift to ensure the smooth rotation of equipment without disruption to operational missions; that the DOD organic lift scheduled to transport the cargo was diverted to other areas; that the cargo is too large for transportation on any commercially available U.S. aircraft; and that surface transportation is not feasible because of the nature and size of the cargo and the urgency of the shipment.
