Kuzu Airlines Cargo OST-2006-25940 - Foreign Air Carrier Permit - Turkey-US Charter Cargo September 22, 2006 Application for a Foreign Air Carrier Permit - 7.23MB - Bookmarked KUZU Havayollari Kargo Tasimacilik A.S., a Turkish air carrier, respectfully applies for a foreign air carrier permit, authorizing it to engage in charter foreign air transport of property and mail between Turkey, via intermediate points, and points in the United States and beyond, as well as such other charter authority permitted under the U.S.-Turkey Open Skies Agreement and 14 C.F.R. Part 212. The Turkish government has issued Kuzu worldwide charter and scheduled operating authority. In the summer of 2004 it was granted worldwide operating authority and in the summer of 2005, commenced international service with a single A300B4F. In the last year, Kuzu has grown rapidly and now operates a fleet of five A300 freighters for use in wet lease and charter services. Currently, Kuzu has interline agreements with a number of major carriers including e.g. British Airways, Polar Air Cargo and SAS. Kuzu currently provides ACMI wet lease services for Turkish Airlines and several Chinese carriers including China Eastern. Kuzu has now been authorized by the Government of Turkey to operate cargo charters in the U.S. market to meet growing demand for cargo capacity. Kuzu plans to offer charter cargo service to and from Turkey via intermediate points to and from points in the U.S. Kuzu plans to use five Airbus A300B4F all-cargo aircraft. Kuzu owns three of the aircraft and dry leases the other two through Wells Fargo Bank Northwest Counsel: Kierstein & Young, Joanne Young, 202-429-5240, jyoung@klaw.com Order 2006-12-8 Issued and Served December 8, 2006 Order Granting Exemption and to Show Cause We grant the request of Kuzu Airlines Cargo for an exemption under 49 U.S.C. 40109 to permit it to engage in charter foreign air transportation of property and mail between a point or points in Turkey, via intermediate points, and points in the United States and beyond, and to conduct other charters under the 14 C.F.R. Part 212. Our action granting the exemption authority described herein is effective immediately, for a period of two years from the issue date of this order, or until the attached permit becomes effective, whichever is earlier. We tentatively find and conclude that the public interest warrants granting the applicant a foreign air carrier permit. With respect to the applicant’s request for a foreign air carrier permit in this proceeding, we direct all interested persons to show cause why our tentative decision on that application, set forth above, should not be made final. By: Paul Gretch Order 2007-2-12 Issued December 20, 2006 | Served February 8, 2007 By Order 2006-12-8, issued December 8, 2006, we directed all interested persons to show cause why we should not make final our tentative findings and conclusions stated therein and award a foreign air carrier permit in the form attached to that Order and subject to the conditions attached to that permit. We gave interested persons 21 days to file objections to the Order. We said that if no objections are filed, all further procedural steps shall be deemed waived, and the Department will enter an order (subject to Presidential review under 49 USC §41307) which will make final the findings and conclusions of that Order.
