Ocean Airlines, S.p.A. OST-2006-25731 - Foreign Air Carrier Permit - Italy-US August 25, 2006 Application for a Foreign Air Carrier Permit - Bookmarked Ocean Airlines S.p.A. applies for a foreign air carrier permit to authorize the carrier to provide all-cargo scheduled service from points behind Italy via Italy and intermediate points to a point or points in the United States and beyond. Ocean also seeks authority to provide charter service between any points or points in Italy and any points or points in the United States and between any point or points in Italy and any point or points in a third country or countries, provided that such service constitutes part of a continuous operation that includes service to Italy and the United States. Ocean is an Italian all-cargo carrier established in September 2003 to satisfy the ever-increasing demand for direct services to Asia, Africa, North America and other long haul destinations from Italy. The current fleet consists of two Boeing 747-200 freighters, with plans to increase to five aircraft by the end of 2007. Ocean intends to begin service with Boeing 747-200F all-cargo aircraft operating two weekly scheduled round trips between Milan Malpensa and Washington Dulles. There are no plans for seasonal variations in service. There are no plans for intermediate stops, although at certain times technical stops could be required en route at Shannon, Ireland, or at Madrid or Barcelona, Spain. August 25, 2006 Motion for Confidential Treatment Ocean Airlines S.p.A. respectfully requests that the Department withhold from public disclosure certain proprietary, commercially sensitive and confidential business information. The financial documents provided in support of Ocean’s Application for a Foreign Air Carrier Permit are particularly sensitive since, as a privately owned carrier, the information is not available to competitors. Public disclosure of its business plans and financial activities would cause substantial harm to Ocean’s competitive position. This is particularly true since Ocean is not a start-up carrier; it has operated in international markets since November 2004, and disclosure to competitors of financial results would be detrimental and harmful to its competitive position, both in Italy-U.S. markets and elsewhere. Its flights, will not only provide access to Italy, but also to Europe and even onward to Asia where its aircraft already fly to destinations such as Hong Kong and Shanghai. Washington already supports a strong "belly-cargo" market to Europe as a result of the numerous passenger services over the Atlantic from Dulles. However, Washington lacks European freighter operations which can bring a new level of service to shippers. throughout the entire mid-Atlantic region of the country. OST-2006-25731 - Foreign Air Carrier Permit - Italy-US All-Cargo Septembmer 13, 2006 Washington Airports Task Force in Support of Ocean Airlines We respectfully request acceptance of this letter of support although the deadline has passed, as there was a miscommunication of the appropriate due date. The Washington Airports Task Force writes to support the applications of Ocean Airlines, S.P.A. for a foreign air carrier permit and for an exemption (Docket Numbers OST 2006-25731 and 2006-25732). Ocean Airlines has requested authority to operate all-cargo services between Milan, Italy and Washington Dulles Airport. We urge that the application be approved expeditiously, as we believe these freighter services will bring significant benefits to the Washington region. This will be the only regularly scheduled freighter services between Washington and Europe. The airline’s B-747F flights will provide important access to Milan, as well as to other areas of Europe and to Asia where its aircraft already provide service to destinations such as Hong Kong and Shanghai. Currently, shippers must transport large portions of their air cargo by truck to New York in order to obtain dedicated freighter service. Our region today supports a strong “belly-cargo’’ market to Europe as a result of the numerous transatlantic passenger services from Dulles, but very much needs European freighter operations which can enhance the level of service to businesses throughout the mid-Atlantic region. OST-2006-25731 - Foreign Air Carrier Permit - Italy-US September 20, 2006 Support of Aviation Facilities Company Aviation Facilities Company developed, and is an owner of the major cargo facility at Washington Dulles International Airport. It is our understanding that Ocean Airlines, S.P.A. has applied for a foreign air carrier permit and exemption (Docket Numbers OST-2006-25731 and OST-2006-25732) for authority to operate all-cargo services between Milan, Italy and Washington Dulles. The addition of this new service should provide a boost to the economy of this region. Order 2007-3-9 Issued | Served March 12, 2007 Order Granting Exemption and to Show Cause By this order we (1) grant the application of the referenced foreign air carrier for an exemption under 49 U. S.C. §40109, subject to conditions; and (2) tentatively find that it is in the public interest to grant the applicant the foreign air carrier permit. By applications filed August 25, 2006, Ocean Airlines S.p.A., a foreign air carrier of Italy, requests an initial exemption under 49 U.S.C. §40109, and a foreign air carrier permit under 49 U. S.C. §41301. to engage in: 1) scheduled foreign air transportation of property and mail from points behind Italy, via Italy and intermediate points, to a point or points in the United States and beyond; and 2) charter foreign air transportation of property and mail between any point or points in Italy and a point or points in the United States and between any point or points in Italy and any point or points in a third country or countries, provided that such service constitutes part of a continuous operation that includes service to Italy and the United States. Order 2007-5-7 Issued April 3, 2007 | Served May 14, 2007 By Order 2007-3-9, issued March 12, 2007, we directed all interested persons to show cause why we should not make final our tentative findings and conclusions stated therein and award a foreign air carrier permit in the form attached to the Order and subject to the conditions attached thereto. We gave interested persons 21 days to file objections to the Order. We said that if no objections are filed, all further procedural steps shall be deemed waived, and the Department will enter an order (subject to Presidential review under 49 USC §41307) which will make final the findings and conclusions of the Order. No objections were received within the time period provided. We make final our findings and conclusions as stated in Order 2007-3-9 and award to Ocean Airlines S.p.A. the foreign air carrier permit and conditions attached to the Order. By: Paul Gretch |
