Customs District currently processes a significant amount of trade originating in China. This trade is growing as trade routes shift from the congested port of Long Beach to the Port of Lazaro Cardenas on Mexico’s Pacific coast. Daily hundreds of containers from China arriving at Lazaro Cardenas enter the United States at Port Laredo. October 6, 2006 Business Travel Coalition Opposing United Air Lines In response to United Airlines' filing for a new US-to-China route authority, I would like to bring to your attention important reasons why the Department should not award additional frequencies to United to serve this critically important market. Increased competition is paramount in achieving lower fares for business travelers and incentives for improved airline customer service. Since United was first awarded China route authorities in 1986, it has grown its market presence to 28 weekly frequencies. This 20-year head start on new entrants Continental and American allowed United to build a well-fortified position serving Beijing and Shanghai from its Chicago and San Francisco hubs. Awarding United more frequencies would increase market concentration and contravene the Department's own competition guidelines, without sufficient offsetting benefits. Increasing airline competition in a market dominated by one or two players should remain the Department's highest priority. In doing so, consumers will be the winners receiving lower fares, better service, and more options. In contrast, awarding more China frequencies to United will only serve to further entrench the dominant player in the market and reduce competition. In such an inconceivable outcome, consumers and the businesses that BTC represents would be the losers. BTC urges the Department to see through United's "capital-to-capital" public relations campaign and focus on what both United and consumers need most in the US-to-China air service market: more competition. November 2, 2006 Comments of China Eastern Airlines in Opposition to Continental In footnote four of the Brief of Continental Airlines, Inc., Continental states "[to] the best of Continental's knowledge, China Eastern does not currently hold U.S. authority to operate Shanghai-New York/Newark flights and has not submitted an application for such authority, although such flights are apparently being offered for sale without authority to do so." This statement is completely incorrect. China Eastern has authority to operate the route in question pursuant to Notice of Action Taken, Docket OST-2004-19010, issued by the Department on March 6, 2006.
