Northwest Airlines, Inc. OST-2006-23982 - Certificate of Public Convenience and Necessity - US-Venezuela February 15, 2006 Application for a Certificate of Public Convenience and Necessity Northwest intends to serve the Atlanta-Caracas market pursuant to a codeshare arrangement with Delta, whereby Northwest will display its NW* code on daily flights operated by Delta. Delta holds underlying authority to provide scheduled combination service between Atlanta and Caracas. See Order 1999-2-8. Northwest is simultaneously applying in a separate docket for corresponding exemption authority for the Atlanta-Caracas market. Northwest requests that the Department grant the corresponding exemption and process this certificate application in accordance with the new streamlined procedures outlined in Department’s Notice served August 26, 2005, Docket OST-2005-22228.
