Application for a Certificate of Public Convenience and Necessity

Northwest hereby applies for a certificate of public convenience and necessity authorizing Northwest to provide scheduled foreign air transportation of persons, property, and mail between points in the U.S. and points in Latin America pursuant to codeshare arrangements with Continental Airlines, Inc. and Delta Air Lines, Inc. Specifically, Northwest seeks authority to place its NW* code (1) on flights operated by Continental between Houston, Texas, on the one hand, and Buenos Aires, Argentina; Cali, Colombia; and Punta Cana, Dominican Republic, on the other hand, and (2) on flights operated by Delta between New York, New York and Sao Paulo, Brazil, and between Atlanta, Georgia, on the one hand, and Punta Cana, and Santo Domingo, Dominican Republic, Buenos Aires, Argentina, and Rio de Janeiro, Brazil, on the other hand. Northwest also requests that the Department integrate this authority with all Northwest’s existing certificate and exemption authority.

Northwest intends to serve the above-identified markets pursuant to codeshare arrangements with Continental and Delta whereby it will display its NW* code on flights operated by Continental and Delta.

Northwest is simultaneously applying in a separate docket for corresponding exemption authority for the city pair markets described in this application. Northwest requests that the Department grant its corresponding exemption and process this certificate application in accordance with the new streamlined procedures outlined in Department’s Notice served August 26, 2005, Docket OST-2005-22228.
