Order Requesting Proposals

By Order 2004-7-29, July 29, 2004, the Department re-selected SkyWest, Inc, d/b/a United Express, to provide subsidized essential air service at Crescent City, California, through July 31, 2006. Under that order, SkyWest provides eighteen round trips per week to either Sacramento or San Francisco, but at least six must be to San Francisco. Service to San Francisco must be nonstop, and service to Sacramento may have up to one intermediate stop. All service was to be with Embraer Brasilia aircraft, with an annual subsidy of $816,025.

As the end of the current rate term approaches, the Department is requesting proposals from carriers interested in providing essential air service at Crescent City, California, for a new two-year period, beginning August 1, 2006, with or without subsidy.

Specifically, we request proposals to either San Francisco or Sacramento, with sufficient capacity to accommodate the historical traffic, as shown in Appendix B, at reasonable load factors. We note that two of SkyWest's three round trips a day stop at Eureka, a nonsubsidized large traffic-generating community whose traffic preempts seats available for Crescent City passengers. Under that service pattern, we might be willing to continue to subsidize three round trips a day with 30-seaters. If all the proposed service were nonstop with 30-seaters, we would be inclined to subsidize only two round trips a day.
