Ninety-Day Notice of Scenic Airlines to Terminate Service

Scenic Airlines, pursuant to 49 USC 41734 and 14 CFR Part 323, gives notice of its intent to terminate all service at Palmdale/Lancaster, California (PMD), on or before March 14, 2006.

The ninetieth day after filing of this notice is March 13, 2006. Scenic reserves the right to apply to the Department for reduction of the 90-day period.

Scenic currently provides five flights per week with 19-seat aircraft between North Las Vegas Airport (VGT) and PMD. The service is operated on the following schedule:

Supplement No. 1 to Ninety-Day Notice of Scenic Airlines

By this supplement, Scenic requests that the Department authorize Scenic to discontinue all service at PMD effective January 14, 2006.

The 20-day period established by section 323.10 of the Department's regulations for any objection to the Notice expired January 3, 2006. No objections were filed.

Despite Scenic's best efforts since inauguration of PMD service over a year ago, total traffic between PMD and VGT has averaged only a few passengers a day. As a result, the great majority of flights have represented costly, money-losing operations for Scenic. Most recently, as an apparent result of a December 21, 2005 Los Angeles Times report that Scenic would discontinue PMD service in March, bookings have dropped precipitously to an average of approximately two passengers per day. As such, prompt cessation of Scenic's PMD service will affect virtually no passengers while eliminating an ever-increasing, substantial drain on the limited resources of Scenic, a small carrier.

City of Palmdale's Response to Supplement No. 1 to Ninety-Day Notice of Scenic Airlines

The City of Palmdale does not object to Scenic Airlines, Inc. discontinuing its service to Palmdale Regional Airport effective January 14, 2006. Scenic's financial losses are in no way attributable to an alleged breach of any agreement by the City to subsidize Scenic's operations. The City entered into no agreement with Scenic to provide it continuing financial support or any other support.

The City does object to a decision by the Department of Transportation being issued orally, and requests that all decisions be noticed in writing to the affected parties.

Order Allowing Suspension of Service | Word

By this order, the Department is allowing Scenic Airlines, Inc. to suspend its scheduled service at Palmdale/Lancaster, California, because it is less than 70 driving miles from Bob Hope-Burbank Airport, a medium hub.  In addition, the Department is waiving the 90-day notice period, and allowing the carrier to terminate service effective January 14, 2006, as it intends.

Scenic currently operates two round trips a day, five days a week, between Palmdale/Lancaster and North Las Vegas Airport with 19-seat aircraft.  The carrier provides the only scheduled air service at Palmdale/Lancaster.
