Application for Exemption Authority Pursuant to 49 USC 40109

Hereby applies for exemption authority, to the extent the Department deems it necessary, to conduct daily scheduled foreign air transportation of persons, property and mail between Dalian (DLC) and Chengdu (CTU), People's Republic of China, respectively, on the one hand, and Los Angeles (LAX), California, on the other. The flights will all operate as through flights via Shanghai (PVG):

Dalian (DLC) ‑ Shanghai (PVG) ‑ Los Angeles (LAX)
Chengdu (CTU) ‑ Shanghai (PVG) ‑ Los Angeles (LAX)

China Eastern intends to initiate the daily Dalian service on July 11, 2005 and the daily Chengdu service on July 18, 2005.

Exemption from 49 U.S.C. § 41301 to engage in scheduled foreign air transportation of persons, property and mail between Dalian and Chengdu, People’s Republic of China, on the one hand, and Los Angeles, California, on the other hand.  China Eastern states that it will operate all these flights via Shanghai, People’s Republic of China.

Because Dalian and Chengdu have not been assessed under the Transportation Security Administration’s Foreign Airports Assessment program, all flights from Dalian and Chengdu to Los Angeles must operate over Shanghai.  We note that this is consistent with China Eastern’s operating proposal as set forth in its application.
