International Surface Air Lift OST-2005-21774 June 27, 2005 Re: Notification of American Airlines of Award The United States Postal Service has awarded American Airlines one-year contracts for SAL mail. The Postal Service has indicated the contracts will be effective on or before September 30, 2005. American is filing these contracts with the Department as required. The price information contained within the documents being filed is confidential, proprietary and commercially sensitive, therefore American requests the Department to not disclose American's pricing should a request be received under the Freedom of Information Act, including particularly 5 U.S.C. § 552(b)(3) and (4), and 49 U.S.C. § 40115. The traffic in question will consist of printed matter mail in bulk that has an intrinsic time of delivery value. The traffic will be afforded a boarding priority after passengers, their baggage, and air mail, but equal to that afforded to air freight. Pursuant to DOT regulations (14 CFR sections 302.718), UPS is required to file copies of such Postal Contracts with the Department's Office of Aviation Analysis at least ninety (90) days before the effective date of the contract. United Parcel Service Co. respectfully requests a waiver from the 90-day notice requirement to allow the contract to take effect on September 30th, less than the full 90-day period provided. This agreement contains information governing the internal structure and operation of the company, as well as commercially sensitive information about its structure and financing. Moreover, it has been the Department's practice to grant confidential treatment to agreements such as this and we see no reason not to do so here. Therefore, we have decided to grant confidentiality to Skybus' Operating Agreement contained in Exhibit 1. By: William Bertram OST-2005-21774 - Notification of Mail Award March 3, 2006 Re: Notification of Delta Air Lines of Mail Award We received multiple offers from six suppliers: American Airlines, Continental Airlines, Delta Airlines, Northwest Airlines, United Airlines, and US Airways. The evaluation scheme provided that price factors were slightly more important than the proposal-specific (technical) evaluation criteria in making the award decision. Discussions were held with several offerors to obtain clarification regarding factors such as delivery times, frequency of service, past performance, price, and routing schedules. Award was based on best value offers that met the USPS daily service requirement using a price and technical evaluation tradeoff process.

In accordance with 39 USC 5402 and 14 CFR 302.718, AA hereby files a copy of the contract awarded by USPS to AA with your office and the Dockets Section. The contracts awarded to AA are for the transportation of at least 750 pounds of mail, containerized by USPS and comprised of parcel mail and no more than 5% letter class mail, per flight. Mail carried under this contract will be diverted by USPS from existing airmail service. The rates successfully proposed by AA are in accord with AA's specific commodity pricing philosophy, giving consideration to handling factors, product density, the value of air transportation, and boarding priority. AA requests the Department approve this contract at the earliest possible date, and to withhold from public disclosure confidential details concerning the award of this contract to AA. The terms of the contract offer and award - Contract No. IAT-06 -- are reflected in Postal Service Forms 8203, which have been submitted under seal for review to the Department's Office of Aviation Analysis. The contract contains proprietary and commercially sensitive information that United submitted on a confidential basis to the U.S. Postal Service when it participated in a competitive procurement for the Segments in IAT-06 award.
