Essential Air Service at Massena, Ogdensburg, and Watertown, New York Order 2005-02-12 Issued February 17, 2005 | Served February 23, 2005 By this order, the Department is requesting proposals from carriers interested in providing essential air service at Massena, Ogdensburg and Watertown, New York, for the two-year period beginning March 1, 2005. With respect to Massena, Ogdensburg and Watertown, we expect proposals consisting of service, at a minimum, with two‑pilot, twin‑engine aircraft with at least 15 passenger seats, and offering 1 8 round trips a week to Pittsburgh or some other suitable hub. We note in particular that Massena and Ogdensburg have expressed interest in service to Albany for several years. As a result, we ask potential applicants to give particular attention to the possibility of serving Albany at subsidy rates that are competitive with Pittsburgh. By: Karan Bhatia
