Application for an Exemption and Designation

Northwest seeks authority so it can provide scheduled foreign air transportation of persons, property and mail between Indianapolis, Indiana and Cancun, Mexico. Northwest intends to provide nonstop Indianapolis-Cancun roundtrip service on Saturdays beginning February 18, 2004 through April 30, 2005, utilizing A-320 aircraft (configured with 16 first and 132 coach class seats). Northwest asks the Department to exempt Northwest for Indianapolis-Cancun service on an expedited basis, effective for a two-year period, and notify the Mexican civil aviation authorities of Northwest’s designation on the route.

Amendment No. 1 to Application for an Exemption and Designation

Pursuant to 49 U.S.C. § 40109 and Rule 401 of the Department’s Rules of Practice, Northwest requests an exemption from 49 U.S.C. § 41101 authorizing Northwest to provide scheduled foreign air transportation of persons, property and mail on the following U.S.-Mexico routes: (1) Indianapolis, Indiana-Cancun; and (2) Milwaukee, Wisconsin-Cancun. Northwest intends to provide nonstop Indianapolis-Cancun and nonstop Milwaukee-Cancun services during the upcoming winter season, with flights operating in both markets on Saturdays only between February 19, 2005 and April 30, 2005. Northwest will utilize A-320 aircraft (configured with 16 first and 132 coach class seats) on both routes. Northwest asks the Department to approve this application on an expedited basis, granting Northwest an exemption authorizing Indianapolis-Cancun and Milwaukee-Cancun services and promptly notify the Mexican civil aviation authorities of Northwest’s designations on both routes.

Northwest hereby requests renewal of its exemptions authorizing Northwest to provide scheduled foreign air transportation of persons, property and mail on the following U.S.-Mexico Routes:

  • Detroit-Cozumel
  • Indianapolis-Cancun
  • Milwaukee-Cancun

Northwest requests renewal of its exemptions for a period of at least two years.

Northwest operates seasonal winter service on each of these routes using A-320 aircraft configured with 148 passengers seats. Northwest plans to resume these services during the winter season.

Northwest reserves the right to use other suitable aircraft from its fleet, as warranted by market conditions.
