Northwest Airlines, Inc. OST-2004-18860 - Exemption - Minneapolis/St. Paul-Mazatlan August 6, 2004 Northwest seeks an exemption authorizing scheduled foreign air transportation of persons, property and mail between Minneapolis/St. Paul and Mazatlan, Mexico. Northwest intends to operate Saturday-only nonstop Minneapolis/St. Paul-Mazatlan flights utilizing A-320 aircraft, commencing January 8, 2005. Northwest asks the Department on an expedited basis to exempt Northwest for Minneapolis/St. Paul-Mazatlan service and notify the Mexican civil aviation authorities of Northwest’s designation on the route. August 10, 2004 Northwest Airlines, Inc. has completed a polling of all interested carriers regarding the above-referenced exemption application and no carrier intends to object to the application. In response to Northwest’s polling, Grand Holdings, Inc. d/b/a Champion Air intends to file a dormancy notice today formally advising the Department of the dormancy of Champion’s designation on this route. Filed August 6, 2004 | Issued August 11, 2004 Scheduled foreign air transportation of persons, property, and mail between the terminal point Minneapolis/St. Paul, Minnesota, and the terminal point Mazatlan, Mexico. Under the U.S.-Mexico aviation agreement, up to a total of two U.S. air carriers may be designated to serve a given city-pair market. At the time this application was filed, two U.S. air carriers were already designated to provide direct-carrier services in the Minneapolis/St. Paul-Mazatlan market (MN Airlines, LLC d/b/a Sun Country Airlines and Grand Holdings, inc., d/b/a Champion Air - OST-2004-17408). On August 10, 2004, Champion Air advised the Department that its authority in the market is dormant. Thus, we will withdraw the designation of Champion Air to serve the Minneapolis/St. Paul-Mazatlan market and will designate Northwest in its place. By: Paul Gretch
June 5, 2006 Application for Renewal of an Exemption Northwest hereby requests renewal of its exemption authorizing Northwest to provide scheduled foreign air transportation of persons, property and mail between Minneapolis/St. Paul, Minnesota and Mazatlan, Mexico. Northwest's exemption authority was granted by Notice of Action Taken, dated August 11, 2004 in this docket. Northwest's service benefits nonstop passengers traveling between the Twin Cities and Mazatlan, as well as connecting passengers traveling to and from Mazatlan and the scores of cities across the northern tier that are conveniently served through Northwest's MSP hub. Northwest operates winter season Saturday service A-320 aircraft configured with 148 passengers seats. Northwest plans to resume MSP-Mazatlan service on or about January 6, 2007. Northwest urges renewal of its exemption for a period of at least two years, or 60 days after the grant of Northwest's pending request for certificate authority. OST-2006-23978 - Exemption - US-Latin America - Codeshare with Continental Airlines January 18, 2008 Application for Renewal of Exemptions Northwest hereby requests renewal of the exemption authorities, which enable Northwest to offer scheduled foreign air transportation of persons, property and mail between the United Sates and various foreign points. The exemption services are operated either by Northwest, or its codeshare partners Delta, Continental or ExpressJet. Northwest requests renewal of these exemptions for a period of at least two years.
