Application for Exemption

Mexicana requests authority from the Department to engage in scheduled combination foreign air transportation between (i) Morelia/Zacatecas and Dallas/Ft. Worth; (ii) Durango/La Paz/Manzanillo and Los Angeles; and (iii) Hermosillo and Las Vegas. Mexicana expects to utilize Airbus A320 or Boeing B757 aircraft on these routes.

Answer of The Dallas/Ft. Worth International Airport

Answers in strong support of Mexicana's application to provide nonstop service on the DFW-Zacatecas and DFW--Morelia routes. Grant of both services would expand DFW's international route network into Mexico, and convenience Dallas/Fort Worth area travelers going to and from these two Mexican cities for business or pleasure.

For Mexicana these new nonstop services mean an expanded presence at DFW Airport where Mexicana now offers codeshare service on the DFW‑Guadalajara and a number of other DFW‑Mexico routes with its partner, American Airlines. DFW Airport looks forward to Mexicana's higher profile at DFW Airport as it operates both its own DFW‑MorelialZacatecas flights and those in cooperation with American Airlines.

Application for Renewal of Exemption

Effective early July, Mexicana will operate four weekly flights between Dallas/Ft. Worth and Zacatecas and three weekly flights between Dallas/Ft. Worth and Morelia. Service in the remaining markets included in this renewal request will resume when warranted by commercial conditions.

Mexicana also holds an exemption in Docket OST-2003-15973 (timely renewal application pending) authorizing it to serve Hermosillo-Las Vegas, but the exemption is limited to codeshare service operated in conjunction with Aeromexico and is not sufficient to permit Mexicana to serve the route with its own aircraft. The exemption for which renewal is requested today authorizes Mexicana to serve the Hermosillo-Las Vegas market with its own aircraft.

Application for Renewal of Exemptions

Compania Mexicana de Aviacion, S.A. de C.V. hereby requests renewal of the exemption authorities granted to it by the Department of Transportation in the above-captioned dockets to perform scheduled foreign air transportation of persons, property and mail between:

  1. the coterminal points Mexico City, Guadalajara and Hermosillo, Mexico, on the one hand, and Phoenix, Arizona, on the other hand, pursuant to Mexicans's codeshare arrangement with Aerovias de Mexico, S.A. de C.V.
  2. the coterminal points Morelia and Zacatecas, Mexico, on the one hand, and Dallas/Ft. Worth, Texas, on the other hand.
  3. the coterminal points Durango, La Paz and Manzanillo, Mexico, on the one hand, and Los Angeles, California, on the other hand.
  4. Hermosillo, Mexico, and Las Vegas, Nevada.

Mexicana requests renewal of these exemptions for a one-year period on their existing terms and conditions.

Mexicana currently offers codeshare service between Guadalajara and Phoenix under its codeshare arrangement with Aeromexico. Although nonstop services are not offered or operated currently in the other markets, Mexicana wishes to renew its authorities so that operations may resume without delay as warranted by commercial conditions.
