Application for a Foreign Air Carrier Permit

TNT requests the issuance to it of a foreign air carrier permit authorizing scheduled and charter foreign air transportation of property and mail consistent with the terms of the "open skies" Air Services Agreement between the United States and Belgium.

TNT is a Belgian flag carrier headquartered at the Liege, Belgium airport, its primary hub and home of the TNT European Express Center, which provides a transport and logistics base for affiliated companies. The airline was founded in July 1999 and today operates a fleet of 15 BAe- 146 and 4 A-300B4F and 2 B737-300F aircraft to provide cargo and express service at 62 European airports and passenger service to several Mediterranean destinations. The company's ultimate parent is TNT Post Group, a Dutch company listed on the Amsterdam, Frankfurt, London, and New York stock exchanges with 2003 revenues of Euro 11.866 billion (approximately US$ 14.595 billion). TPG is a global provider of mail, express and logistics services and formed TNT Airways primarily to ensure safe, reliable and costeffective air service for various TPG companies.

Motion for Immediate Action

TNT requests the Department to act immediately on TNT's pending application in the above-referenced docket for a foreign air carrier permit.

TNT has on file in the above-captioned docket an application for a foreign air carrier permit for all-cargo services between Belgium and the US. for which it holds current temporary exemption authority in Docket OST-2002-12017. TNT's exemption authority is set to expire on August 26, 2006. As TNT's application has been pending before the Department for two years and is non-controversial given the open-skies agreement between the US. and Belgium, TNT requests that the Department act immediately on its pending application in accordance with the procedures set out in the Notice.

TNT is concurrently filing an application to renew its exemption authority for a two year period or until the Department acts on its pending application for permit authority in this docket.
