Respectfully requests an experimental certificate of public convenience and necessity, effective on or before October 29, 2004, authorizing it to engage in foreign air transportation of persons, property and mail between Phoenix, Arizona ("PHX") and the following eight points in Mexico: Cabo San Lucas ("SJD"), Puerto Vallarta ("PVR"), Cancun ("CUN"), Mexico City ("MEX"), Mazatlan ("MZT"), Acapulco ("ACA"), Ixtapa ("ZIH") and Manzanillo ("ZLO")
