OST-2004-17469 - Exemption - Dallas/Ft. Worth-Torreon, Mexico April 1, 2004 American Eagle proposes to begin daily Dallas/Ft. Worth-Torreon nonstop service on August 1, 2004, using either 44-seat ERJ-140 or 50-seat ERJ-145 aircraft. American Eagle is seeking exemption authority, rather than a designation for service with small aircraft (60 seats or fewer) under 14 CFR Part 298, in order to obtain the flexibility to use 70-seat CRJ-70 aircraft on this route in the future. Under the U.S.-Mexico Air Transport Agreement, two U.S. carriers may serve the Dallas/Ft. Worth-Torreon route. No U.S. carrier presently operates nonstop service in this market. Accordingly, American Eagle's request is fully consistent with the bilateral agreement. Southbound, American Eagle will depart Dallas/Ft. Worth at 1800 and arrive in Torreon at 2007. Northbound, American Eagle will depart Torreon at 0730 and arrive in Dallas/Ft. Worth at 0921. American Eagle requests expedited approval of this application so that we may complete arrangements for initiating Dallas/Ft. February 23, 2006 Application for Renewal of Exemption Authority American Eagle Airlines, Inc. hereby applies for renewal of its exemption, initially granted by Notice of Action Taken in this docket on April 30, 2004, authorizing scheduled foreign air transportation of persons, property, and mail between Dallas/Ft. Worth, Texas and Torreon, Mexico. American Eagle operates daily nonstop service between Dallas/Ft. Worth and Torreon using 46-seat ERJ-145 aircraft. In response to the Department's Notice of August 23, 2005 on streamlining regulatory procedures (OST-2005-22228), American Eagle has requested corresponding certificate authority for the Dallas/Ft. Worth-Torreon route. See Application of American Eagle Airlines and Executive Airlines d/b/a American Eagle for certificate of public convenience and necessity, August 26, 2005 (OST-2005-22261). Worth, Texas and Torreon, Mexico. Absent this renewal application, American Eagle's exemption would expire on June 1, 2008. American Eagle provides nonstop service between Dallas/Ft.
