Essential Air Service at Joplin, Missouri OST-04-17441 - Termination of Service at Joplin, MO March 26, 2004 Notice of Termination of Service Trans States Airlines, Inc. d/b/a/ American Connection, hereby submits notice, pursuant to 49 U.S.C. 4 41734 and 14 C.F.R. 5 323.3, of its intent to terminate service to JopIin, Missouri, effective June 25, 2004. No other carrier is currently serving Joplin, Missouri. After TSA w terminates service, Joplin will be left with no service. By: TSA, William Mishk, 314-222-4321 Essential Air Service at Joplin, Missouri Order 04-04-7 Issued April 6, 2004 | Served April 7, 2004 Order Prohibiting Termination of Service and Requesting Proposals | Word By this order the Department is (a) prohibiting Trans States Airlines, Inc., d/b/a American Connection, from terminating its unsubsidized service at Joplin, Missouri; (b) requiring the carrier to maintain service between the community and St. Louis, Missouri, for an initial 30-day period following the end of the notice period; and (c) requesting proposals from carriers interested in providing replacement service at Joplin. We request that any carriers interested in providing essential air service at Joplin, with or without subsidy, file their proposals within 30 days of the service date of this order. We ask that carriers submit proposals for two or three round trips per day to St. Louis with 15-seat or larger, pressurized aircraft. We will also entertain proposals to serve other hubs that provide access to the national air transportation system in order to give the Department and the community as broad an array of proposals as possible from which to choose. We will give full consideration to all proposals that are timely filed. June 4, 2004 By: Dennis DeVany OST-04-17441 - Termination of Service at Joplin, MO June 30, 2004 Recommendation of Trans States as the EAS Provider We have discussed each proposal with the respective airlines and requested additional information from both. Trans States submitted most of the information we requested. Mesa Air Group has yet to reply. Therefore, we have no alternative but to recommend Trans States as the EAS provider, but we have several concerns.

Order 04-07-22 Issued July 22, 2004 | Served July 27, 2004 Order Extending Service Obligation | Word By this order, the Department of Transportation extends the service obligation of Trans States Airlines, Inc., d/b/a US American Connection, at Joplin, Missouri, for an additional 30 days, through August 26, 2004. Although we have received proposals, this case will not be completed by the end of the current hold-in period. Therefore, in accordance with 49 U.S.C. 41734(c), we must extend Trans States' service obligation at Joplin for an additional 30 days, or until the carrier selection case is completed, whichever occurs first. Order 04-07-24 Issued July 23, 2004 | Served July 28, 2004 Order Selecting Carrier and Establishing Subsidy Rates | Word By this order, the Department is selecting Trans States Airlines, Inc., d/b/a American Connection, to provide essential air service at Joplin, Missouri, for the period from June 29, 2004, through July 31, 2006, at an annual subsidy rate of $755,762. While the community supports the selection of Trans States, it expresses concern about several service issues. It questions whether the carrier will continue to have a code-share agreement with American Airlines. As we have stated, the Department is required to give weight to the offering of code-share service in making EAS carrier-selection decisions. We also note the community's concern with the specific timing of Trans States' first scheduled arrival of the day at Joplin -- currently at 3:46PM. During 2003, the community averaged 47.0 enplanements a day, and only 29.8 enplanements per day during the first quarter of 2004, the most recent data we have available.4 Two rounds trips a day on 30‑seat aircraft, offering 60 seats in each direction, will accommodate the community's current traffic at a 49.7 % load factor.
