Small Community Air Service Development Program Issued and Served March 15, 2004 Order Soliciting Community Grant Proposals By this order, the Department invites proposals from communities and/or consortia of communities interested in obtaining a federal grant under the Small Community Air Service Development Program to address air service and airfare problems in their communities. Proposals should be submitted in the above-referenced docket no later than May 14, 2004. By: Karan Bhatia
Small Community Air Service Development Pilot Program Order 04-8-30 Issued and Served August 30, 2004 The many proposals submitted were carefully considered. This year's selections will provide financial assistance to over 40 communities in 30 states. In every award, the communities are contributing to the grant project from other than airport revenues. Many will also contribute to the project from airport revenues and provide in‑kind airport benefits to further the goals of the proposed service/fare initiatives. In addition to the communities' participation and involvement in designing the grant projects, these financial contributions reflect a commitment to the grant projects that is important to the success of the proposed service/fare initiative. Nearly all of the communities either have, or will establish, public/private partnerships to increase community participation and to facilitate access to air service for the community. By: Karan Bhatia Order 04-09-16 Issued and Served September 16, 2004 Order Designating Air Service Development Zone | Word By this order, the Department selects Waterloo, Iowa, for the FY 2004 Air Service Development Zone designation under 49 U.S.C. 41743(h). The Department will meet soon with the community to discuss its plans for developing a program to implement this designation. By: Karan Bhatia OST-04-17343 - Small Community Air Service Development Program April 15, 2004 City of Pocatello, Idaho Application Initiation of a long‑term marketing commitment from the regional community, local government, and Horizon Airlines. The intent being to inform, attract and capture the existing passenger traffic that is leaking from the target market area. Horizon Airlines recently introduced direct service from Pocatello to it's Seattle hub and in order to insure the long term success of the service we need to change the current pattern of existing travelers from driving to SLC and Boise to go to the Northwest. The service is extremely valuable to the region and should it not be successful, we would sustain regional economic damage and difficulty in ever regaining the service in the future. The Pocatello area is currently served by two commuter/feeder carriers; Skywest airlines provides five daily flight to/from SLC connecting to the hub operation of Delta Airlines. Skywest primarily encourages and connects to Delta by keeping the roundtrip local fare to SLC prohibitively high, thus forcing many travelers to drive to SLC to originate on other carriers to the Northwest and Southwest. By: Len Nelson March 25, 2004 FNT has had important successes in attracting new service. In 1997, AirTran Airways, Inc. started serving FNT with low‑fare service that spurred lower airfares from competing airlines and provided a tremendous economic boost to the entire region. The lower fares stimulated traffic and other fares dropped. After AirTran added Orlando and Fort Lauderdale service from FNT, Northwest Airlines also added Florida service, and now are travelers enjoy more nonstop Florida service than at any time in the past. While we have enjoyed low‑fare options to parts of the country, it would be very beneficial for AirTran to establish low‑fare service to business markets including Washington, D.C. or New York. Although FNT has grown, low‑fare service to Washington or New York would likely stimulate new traffic, decrease airline ticket prices and provide expanded travel options. It would also encourage the larger carriers to consider additional markets as Northwest did after AirTran's entry into the Florida market. By: Flint Area Businesses

You also urge the Department to terminate the grant award made to that community under this program in fiscal year 2004 or alternatively, to withhold any federal funds under the grant until such time as the airport demonstrates that claims relating to public charter services provided by Aviation Technologies have been resolved. You argue that the airport is not "qualified to administer grants" for which it has applied and "does not deserve to be entrusted" with a federal grant. You base these comments on a dispute that Aviation Technologies is having with respect to a public charter program that was operated at Youngstown by Vacation Express as the public charter operator and Sky King, Inc. as the direct air carrier. You indicate that Aviation Technologies served as the agent for Sky King and was responsible for arranging and paying for goods and services to support the charter flights and is currently involved in a lawsuit against the airport to resolve the outstanding claims. With respect to Youngstown's fiscal year 2005 grant application, by Order 2005-8-19, the Department made its grant awards for fiscal year 2005. Youngstown was not one of the communities that received a grant award. That decision was based on the relative merits of the community's application under the Department's evaluation of all of the grant proposals submitted. As to Youngstown's existing grant, I am not persuaded that the actions you request are warranted. The community was awarded a grant of $250,000 in 2004 to be used for marketing of the charter air services operated at the airport and the benefits to the community of flying from Youngstown. Youngstown is in compliance with the terms of the grant agreement between the community and the Department and its performance under the grant award is satisfactory at this time. In these circumstances, I find no basis under the provisions of the grant to terminate or limit the funding under Youngstown's grant award. I also note that there is no suggestion that the actions involved in your complaint against the airport affected any of the funding under Youngstown's existing grant award. While I appreciate your concerns, the disputed claims are the subject of a pending lawsuit and I believe that they are appropriately addressed in that context. Should Youngstown's performance under its grant award in any way violate the terms of the grant agreement, I can assure you that the Department is in a position to take whatever action it deems appropriate at that time. By: Michael Reynolds March 31, 2006 Extension Request of Farmington, New Mexico Reference the subject grant agreement, funding may terminate on April 30, 2006 if the Sponsor is unable to execute an agreement with an air carrier. The Sponsor has determined it is necessary to request a second extension of the term of the Grant Agreement to October 31, 2006, an additional six months, in order to fulfill the objectives of the Grant Agreement. As indicated in our first request, the community continues to engage the airlines in regular discussions regarding airfares. In addition to the initial delays that included the merger of America West and US Airways, United Airlines bankruptcy, and a managerial change at Great Lakes Airlines, the greatest challenge has been the division of code-share revenues and the resulting decision on how to share a revenue guarantee between the code-sharing partners. While many code-share agreements between legacy carriers and commuter airlines result in a fee-for-service and "Express" operation, Great Lakes Airlines and Mesa Airlines operate from Farmington on an at-risk basis with a code-share revenue pro-rate. Because Great Lakes Airlines and Mesa Airlines operate independently of their code-share partners, rather than as Express carriers, resolving published airfare issues has taken longer than anticipated. Recently, a potential solution to the code-share issue has been identified with US Airways by "upgrading" the Mesa Airlines/US Airways pro-rated code-share flights to a US Airways Express Dash-8, fee-for-service operation. Initial discussions with Jason Reisinger, Director of Express Planning at US Airways and formerly from the Arlington, VA office, indicated he is open to a meeting. However, Jason will not officially be in charge of US Airways Express west coast operations (formerly America West Express operations) until April. Therefore, we ask for an additional extension of the term of the Grant Agreement to October 31, 2006 in order to meet with Jason Reisinger and to continue our airline negotiations in search of a mutually beneficial solution to resolving Farmington's air service issues.
