Notice of Termination of Service at Greenbrier/White Sulpher Springs, West Virginia

TSA intends to terminate the service on December 11, 2003. The Department of Transportation has determined the level of Essential Air Service for Green brier/White Sulphur Springs, West Virginia (Order 85-8-77) and TSA's suspension of service will leave Atlantic Southeast Airlines as the only remaining carrier.

Based on my discussion with Ed Neiderberger today on securing continuous air service by Air Midwest for Greenhrier Valley Airport, and the fact that both ASA and Trans States are scheduled to remove their service by November 9th, I am stating for the record that Greenbrier Valley Airport will not invoke the statutory 90 day notification period to prevent these airlines from leaving, if service to charlotte is continued indefinitely by Air Midwest beyond the announced termination date of September 28th

The Department vacates its decision in Order 2003-8-12 to allow Air Midwest to suspend service at Greenbrier/White Sulphur Springs/Lewisburg, West Virginia, as of September 28, and is instead (a) prohibits Air Midwest from suspending its service, (b) requests proposals, with or without subsidy requests, from carriers interested in providing replacement service, and (c) allows ASA and Trans States to suspend service at the community as of November 9, under the seasonal-service arrangement that those two carriers have with the community.

With Mesa's cooperation, we will vacate our decision in Order 2003-8-12 to allow Air Midwest to suspend service at Greenbrier/White Sulphur Springs/Lewisburg as of September 28. Instead, in accordance with 49 U.S.C. 41734(b), we will require Air Midwest to maintain service at the community by operating 14 nonstop round trips a week to Charlotte with 19-seat Beech 1900 aircraft. By virtue of our hold-in action here, Air Midwest's service will become eligible for subsidy as of September 28, the beginning of the hold-in period. We will also grant exemptions to ASA and Trans States to the extent necessary to allow them to suspend their services at Greenbrier/White Sulphur Springs/Lewisburg as of November 9, as originally planned.

Proposal of Mesa Air Group

Included in this proposal are several options for the community and DOT to consider. Currently Air Midwest is serving Lewisburg with 2 non‑stop trips per weekday, one to Pittsburg and the other to Charlotte. Currently these flights are operated under a USAir code share agreement. Air Midwest has recently expanded our code share relationship with United Airlines, and would plan to operate the flights in this proposal as a dual listing. This would allow the flights to be listed as both a US Air Express and United Express flight. We believe this will allow greater options in traveling to Lewisburg.
