Essential Air Service at Clarksburg and Morgantown, West Virginia Issued August 7, 2003 | Served August 12, 2003 Order 03-8-9 Order Requesting Long-Term Service Proposals | Word Order 2003-8-9, the Department requests proposals to serve the communities of Clarksburg, Morgantown, and/or Lewisburg, West Virginia, using six slots at Ronald Reagan Washington National Airport (DCA) made available under the terms of Civil Aeronautics Board (CAB) Order 84-12-86 for this purpose. By: Michael Reynolds OST-03-15886 - EAS at Clarksburg and Morgantown, WV Posted September 10, 2003 | Served September 15, 2003 By Order 2003-8-9, issued August 7, 2003, the Department requested proposals to serve the communities of Clarksburg, Morgantown, and/or Lewisburg, West Virginia, using six slots at Ronald Reagan Washington National Airport (DCA) made available under the terms of Civil Aeronautics Board Order 84-12-86. Among other things, the order required that carriers should submit service proposals within 30 days of service of the order, or by September 11. By letter dated September 8, Corporate Airlines, Inc., has requested an extension of the filing deadline for service proposals as described in Order 2003-8-9. Corporate states that it needs more time to assess potential community support for DCA service. In light of this request, and in consideration that this extension may provide a greater range of DCA service options for the West Virginia communities, the deadline established for submitting proposals as described in Department Order 2003-8-9 will be extended until September 25, 2003. By: Michael Reynolds OST-00-7182 September 24, 2003 Proposed Schedule of Corporate Airlines Hereby respectfully requests that the Department of Transportation accept the proposed schedule presented here for service between DCA and the cities of Clarksburg, WV, Morgantown, WV, and Wilmington, NC. These slots will be used to operate daily service effective no more than ninety days from the DOT's confirmation of the proposed schedule. All flights will be operated with 19 seat British Aerospace Jetstream 32 aircraft. By: Corporate, Douglas Caldwell, 615-836-2020 OST-03-15886 - EAS at Clarksburg and Morgantown, W February 13, 2003 Re: Ex Parte Letter to Senator John Rockefeller IV Thank you for your letter of November 13 requesting that six available slots at Ronald Reagan Washington National Airport (DCA) for Essential Air Services will be held available for service to three West Virginia communities: Clarksburg, Morgantown, and/or Lewisburg. As your letter indicates, in response to its solicitation order, the Department received only one proposal, from Corporate Airlines, Inc., to serve Clarksburg and Morgaritown. Unfortunately, Corporate proposed service using a 19‑seat aircraft that was not in compliance with Transportation Security Administration requirements for DCA operations and could not inaugurate service. The Department is continuing to review other options that would encourage the restoration of this service, consistent with our public interest goals of supporting small community air service and efficiently utilizing DCA capacity. Since the DCA slots reserved for this service are not being utilized, Colgan Air requests assignment of the six slots to ensure that we will continue to provide 3 well-timed round trips a day between Charleston, West Virginia and Washington Reagan National Airport. We would like a start date effective February 1, 2005. By: Michael Colgan Essential Air Service at Clarksburg, Morgantown, and Lewisburg, West Virginia Order 04-09-22 Issued and Served September 23, 2004 Order Instituting a Slot Lottery at Ronald Regan Washington National Airport | Word By this order, the Department is directing the Federal Aviation Administration to institute a slot lottery at Ronald Reagan Washington National Airport (DCA) for six commuter slots originally made available under the terms of Civil Aeronautics Board (CAB) Order 84-12-86 for the purpose of serving the above captioned communities. We have decided to deny Colgan's request that it be directly assigned the six slots to serve the Charleston‑DCA market, and, instead, to direct the FAA to conduct a DCA commuter slot lottery (in which Colgan and any other eligible carrier would be free to participate) to distribute the slots, subject to a condition that, under specified circumstances, the Department would recall the slots for Clarksburg, Morgantown, and/or Lewisburg service. We have given all carriers sufficient opportunity to submit proposals to serve the DCA-Clarksburg, Morgantown, and/or Lewisburg markets, and none has. Colgan now proposes that, in the absence of such proposals, we make the slots available to serve other markets. We agree that these slots are a scarce commodity, and could be used to enhance access to DCA. Accordingly, we have decided to allow the allocation of these slots for use by carriers seeking to serve DCA with commuter aircraft from points other than Clarksburg, Morgantown or Lewisburg. Further, we order that they be distributed consistently with FAA regulations which require a lottery to distribute unused slots. By: Karan Bhatia OST-03-15886 - EAS at Clarksburg and Morgantown, WV September 27, 2004 Re: Letter from the Benedum Airport Authority Arguing against the Shifting of Slots I was recently made aware of a request by Colgan Air to the Department of Transportation to utilize Washington slots that were identified under Essential Air Service for the Clarksburg/Morgantown-Washington route. It is our understanding that this request would shift these slots to the Charleston-Washington market, which we feel, is quite unacceptable.
