Small Community Air Service Development Pilot Program Issued and Served April 29, 2003 Order 2003-4-22 Order Soliciting Community Grant Proposals | Word The law authorizes the Secretary to provide financial assistance (direct financial assistance to an air carrier is limited to three years) to as many as 40 communities nationwide in each year for which program funds are appropriated, though no more than four of those may be from the same state. Communities that are eligible to participate in the grant program are those communities that are served by an airport that was not larger than a small hub airport for calendar year 1997, as defined by 49 U.S.C. 41743 (c)(l), and had insufficient air service or unreasonably high air fares.3 Communities that currently do not have air service qualify, but the airport where service would be provided must meet the certification requirements of the Federal Aviation Administration for commercial airports. While no community is required to contribute a portion or share of the cost of this program, the law directs the Secretary to give priority to those communities where: (a) average air fares are higher than the air fares for all communities; (b) a portion of the cost of the activity contemplated by the community is provided from local, airport-revenue sources; (c) a public-private partnership has been or will be established to facilitate air carrier service to the public; and, (d) improved service will bring the material benefits of scheduled air transportation to a broad section of the traveling public, including businesses, educational institutions, and other enterprises whose access to the National air transportation system is limited. Proposals are due June 30, 2003. Given the limited time available to make these grant awards, proposals filed after that date will not be accepted. Interested communities should submit an original and four copies of their proposals, including the new Summary Information, bearing the title "Proposal under the Small Community Air Service Development Pilot Program" as well as the name of the community or consortium of communities applying, the legal sponsor, and the docket number as shown on the first page of this order, to Dockets Operations and Media Management, M-30, Room PL-401, Department of Transportation, 400 7th Street, SW, Washington DC 20590. I believe, however, that the Small Community Air Service Pilot Program is a sensible one-just as I specifically endorsed the Essential Air Services Program at the time when I was also supporting deregulation. And I hope you will feel that Tompkins County qualifies for such a grant. May 22, 2003 Correspondence of Oakland County, Michigan in support of Bishop International Airport's By: David VanderVeen May 28, 2003 OST-03-15065 - Small Community Air Service Development Pilot Program I would like to express our continued support of Bishop International Airport's (FNT) efforts to expand AirTran Airways' low-fare jet service from Flint to the East Coast. Currently, the fares between cities such as Washington, New York and Boston are cost prohibitive. After AirTran announced low-fares between Flint and Atlanta and then to Orlando, the use of Bishop saw a tremendous increase. Unfortunately, nonstop, low-cost transportation is not available between Flint and many important destinations. Business growth, especially in these economically depressed times, depends on convenient and reasonably priced transportation. Meetings of associations and vocational groups are attracted to a community by low cost transportation. Continued growth of our hospitality industry is dependent on our sales people being able to travel to solicit meeting planners. Once the meeting is booked, our ability to offer low cost transportation to their members is equally important. Low cost transportation to and from Bishop International is a key to the continued success of our business AirTran has become a key corporate citizen of our community. They work with us to develop travel from feeder cities to Bishop, enhancing our ability to attract travelers to our community. In the past we have partnered with airport officials and AirTran to support new service. We are prepared to continue this support when AirTran is able to expand their service to East Coast cities. There are tremendous economic benefits of this program and the resulting expansion of transportation services to our community. By: Jerry Preston, 810-232-8900 May 27, 2003 Correspondence of Merril, Arnone & Jones in support of the County of Sonoma I am drafting this letter in support of the request by the County of Sonoma for a Small Community Air Service Development Program Grant. As you are probably aware, the potential area serviced by Sonoma County Airport/Charles Schultz Airport covers a major market area that expands into Northern Napa County, Lake County, Southern Mendocino County and the Northern edge of Marin County. This area is home to a very resilient economy serving a broad range of technology firms, agricultural endeavors primarily high grade premium wineries, and numerous manufacturing facilities. It also supports a burgeoning tourist market centered around the wine industry and natural attractions. It is critically important for Sonoma County and, indeed, the entire area serviced by the Sonoma County Airport to provide quality local airline service to its residents, the business people that travel from and to this area, and the tourist trade that provides a major economic component to the area. To this end the availability of the Small Community Air Service Development Program Grant would be of critical importance. May 21, 2003 Correspondence of Orange County in support of the City of Tallahassee's application. The City of Tallahassee will be submitting an application for a grant under the Small Community Air Service Development Program to introduce low-fare air service in the TLH-MCO market. Tallahassee has achieved remarkable success in lowering airfares in the Miami and Tampa markets. Low-fare service to/from Orlando, one of the state's largest cities, to the state capital would be beneficial to the citizens of our communities and all of Florida. We believe that the public/private partnership proposed by Tallahassee will ensure the success of the service. May 20, 2003 Correspondence of Richard Shafer in support of Sonoma County's application I write in support of Sonoma County's application for a grant under your Small Community Air Service Development Program. After moving to Sonoma County in 2001 for family medical reasons, I was disappointed when commercial air service discontinued. My work requires travel up and down the West Coast and to a lesser degree across the country. I travel to many small communities by air, and the "North Bay" of San Francisco needs service more than most. As I am confident you will see, the demographics support the need for commercial service north of San Francisco. The entire community has made a commitment to develop airport service. Such service would allow me, and other business people, to expand professional work force locally. I place offices near airports because, as shown in the enclosed brochure, we cover one-third of the United States landmass and onesixth of its population from very few locations. Oakland and San Francisco airports are relatively difficult to access from where I live, just west of Santa Rosa, due to distance, bridge and highway congestion. The time and difficulty involved in reaching North Bay has a dampening effect on tourism as well. For example, we recently decided to hold a multi-day "retreat" involving about 50 people from my business in Oakland's Jack London Square rather than Napa or Sonoma. Although the North Bay was our preference, and many would have extended their trip to take advantage of "wine country," in the end we simply could not justify the additional time and logistics required to transport people much beyond where their flights arrive. I understand that at least one airline is seriously considering starting service between Sonoma, Los Angeles and Seattle. This would be very well received "point to point" service. From the national and international "hubs" we would have access to a full range of air service. A grant from your department will be extremely helpful and much appreciated while we all seek to improve transportation during challenging times. June 23, 2003 Proposal from Hot Springs, Arkansas Prior to the initiation of airline service by Mesa Airlines in July of 2002, the previous carrier in the market, Big Sky Airlines had damaged its reputation past the point of repair. No confidence was placed in the carrier by businesses or travel agencies directing passengers to airline airports. The primary reason for this involved the lack of schedule reliability. In this regard, reported schedule completion rates in the 70% and 80% range were typical of many weeks during 1999 and 2000, with on-time performance averaging much lower. In the early days of Big Sky service, on-time performance in the 50 to 70 percent range was a normal occurrence, particularly when pilot shortages were being experienced by the airline. June 23, 2003 Proposal of Logan/Cache County Airport Development Task Force At the present time, the Logan/Cache area relies on the Salt Lake International Airport for both passenger and cargo service. Driving to Salt Lake City International Airport requires crossing a mountain summit and then traveling south on the crowded Interstate 15 to the Airport. Winter weather makes the trip over the mountains dangerous and the auto traffic at peak times on Interstate 15 causes delays in transit. The in-transit time, including parking, between Logan and Salt Lake City International Airport is two hours. With enhanced security at Salt Lake City International Airport, it can take one-hour to one and one-half hours to check in and pass through the security checkpoint to get to the gate. The airlines require at least thirty minutes at the gate. This now becomes a fourhour venture to get from Cache County to board the aircraft, or as much as a two-hour transit time for cargo on products such as medical serum, which is time sensitive. The closest medium hub is Billings, Montana, a distance of 350 miles by vehicle. There is no direct public transportation directly to that facility. The community of Cut Bank, served by Cut Bank International Airport, was served by Western Air up to about 1969 when airline deregulation occurred. Cut Bank International was designated as an essential air service airport during the original deregulation. However, without public comments or official government actions, the Airport Commission and airport business chose to not allow the community to claim the designation. The areas limited public transportation systems, distance from hub airports and high volume of tourist, business, tribal, and government travel dictate a re-establishment of the air service to these areas. June 24, 2003 Proposal of the Southern California Logistics Airport Authority Southern California Logistics Airport (SCLA) is the former George Air Force Base, located in Victorville, California, San Bernardino County. There is no scheduled air service at the airport. The Airport Authority is firmly committed to start scheduled air service at SCLA and has devoted considerable energy and funding to do so. The attached proposal addresses the need for scheduled air service and demonstrates the Authority's resolve and commitment to begin service by August 2003. June 23, 2003 Proposal of the Springfield Airport Authority Over the past decade, Capital Airport has seen eight (8) airlines enter and shortly thereafter leave the market for various reasons. In 2002, Northwest Airlink became the latest carrier to make that decision. However, this region at one time supported twice as many enplanements and has proven that it has and will support local air service. Springfield can make it on its own but needs a stable airline environment. What communities like Springfield need are long-term viable airlines that provide good service at competitive prices. There are currently three airlines serving the Springfield market. These carriers are American with service to St. Louis, United and ATA, both with service to Chicago. Unfortunately, the Springfield community recently suffered yet another setback when Northwest Airlines withdrew their service to Memphis last Fall. Our service area can maintain at least the remaining three airlines if we can find a way to reduce the airline costs thereby making them more profitable. June 30, 2003 Proposal of Calexico International Airport, CA The Calexico International Airport facilitates the corporate business air traffic that is associated with businesses in Calexico and the Maquiladora Industry in Mexicali. U.S. companies find it more convenient to use Calexico Airport and transit to Mexico by auto, taxi, or van instead of using the Mexicali International Airport. There are approximately 25 corporate flights per day involved with the Maquiladora Industry that use Calexico International Airport. Also, other corporate aircraft and general aviation use Calexico Airport as a customs stop between Mexico and the United States. June 26, 2003 Proposal of the Chattanooga Metropolitan Airport, TN Because of Chattanooga's close proximity to Atlanta, reliability on ASA is less than desirable. The current aircraft in use is the ATR-72 which is not reliable or passenger friendly. Flights are often delayed and/or cancelled to and from Chattanooga because of maintenance issues, leaving the traveler forced to drive or take a bus. After continued poor service, area passengers opt to drive to an alternative airport and have little faith in returning to their local airport for service. Several of the fastest growing Georgia counties are within one hour driving time to the Chattanooga Airport. Easy access on interstate 75 make the drive North for these passengers an easy decision to begin their air travel. Media buys in this new market area will be coordinated by CHA's Vice President of Marketing, who will work cooperatively with airline advertising representatives to ensure all parties are satisfied with the deliverables. June 25, 2003 Proposal of City of El Paso de Robles, CA The Paso Robles Airport is a non-hub airport and it currently does not have passenger air service. The proposed Air Service Market Study will allow the community to identify its passenger potential and recruit new air service to the airport. Our objective is to test more fully the benefits of a more comprehensive approach to air service issues, as well as the regional benefits of proposals from groups of communities joining together to enhance air service in their common service area, some of which involve communities in the same state and some of which involve communities from neighboring states. In addition, given the strong interest of communities with respect to airfare problems, we believe that we should also select a number of proposals that are specifically directed at addressing fare issues. This will permit the program to benefit from the experience of a broad a range of air service and airfare initiatives. As the grant recipients in 2002 are aware, we require the filing of quarterly reports on the progress of the authorized grant projects, as well as a final report at the end of the grant, which will enable us to evaluate both the successes and failures under the grant process. We have decided to make 35 grant awards to the communities/consortiums identified in the attached Appendix, and, except as noted, have obligated the amounts to be made available under these awards as of the date of issuance of this order. We will proceed to execute grant agreements with each of the selected recipients regarding the approved grant project. Grant recipients must execute a grant agreement with the Department before they can begin to spend funds provided under this order. Also, grant recipients are subject to all grant conditions and assurances specified in Appendix B to this order. Congress appropriated $20 million for the Pilot Program for fiscal year 2003, of which $19,870,000 is available for distribution. FAA Order 5100-38B - Airport Improvement Program Handbook Appendix A: Grant Selections By: Michael Reynolds Small Community Air Service Development Pilot Program Order 03-9-25 Issued and Served September 30, 2003 By Order 2003-9-14, the Department made its grant award selections for fiscal year 2003 under the Small Community Air Service Development Pilot Program, an experimental program established under the Wendell H. Ford Aviation Investment and Reform Act for the 21st Century (AIR-21), P.L. 106-181, designed to help smaller communities enhance their air service and address airfare issues. Two of the selected grant recipients, Duluth, Minnesota, and the North Carolina consortium, were awarded smaller grants than they had requested. Consequently, in our order, we stated that the awards to these communities would become final and the funds obligated if they accepted the Department’s grant offer and executed grant agreements with the Department for their proposed projects within five business days of issuance of the Department’s order. In addition, shortly after issuance of our order, one grant recipient, the consortium of Athens, Ohio, and Morgantown, West Virginia, notified the Department that it was no longer in a position to accept the Department’s grant offer. It is possible that additional funds may become available if projects do not succeed, or if funds made available for revenue guarantees are not needed because traffic levels exceed expectations. Should this occur, we will reallocate the funds to additional communities to the extent possible, consistent with both statutory and budgetary limitations. August 28, 2003 Correspondence of the Eastern Iowa Airport Recently, American Airlines announced a major restructuring of its hub at St. Louis Lambert International Airport (STL) that will take effect with the carrier's winter schedule. The changes will reduce the number of daily flights on American Airiness by nearly 50 percent. Since the announcement, the Commission has examined the effect of the service change on Cedar Rapids with regard to loss of origin and destination (O&D) markets, declines in overall service patterns, and traffic flows. The effect on the Cedar Rapids to St. Louis service is significant. Average daily flights will fall from eight to just three utilizing smaller turboprop planes. Even though American Airlines will add two daily flights from Cedar Rapids to Chicago O'Hare (ORD), the result is a 7 percent decrease in seating capacity for the Cedar Rapids market. Furthermore, because the number of onward destinations and flights at St. Louis is declining, Cedar Rapids passengers will use St. Louis less often as a connecting hub. September 30, 2003 Correspondence of Stockton Metropolitan Airport America West's decision to withdraw from the Stockton market was essentially made while holding the airport at gunpoint. Despite solid load factors, positive yield, and significant financial incentives, America West presented what can objectively be termed a million dollarplus ultimatum. The carrier's exit from the market throws our community back more than seven years, to the last time Stockton was without scheduled air service. Order 04-8-30 Issued and Served August 30, 2004 The many proposals submitted were carefully considered. This year's selections will provide financial assistance to over 40 communities in 30 states. In every award, the communities are contributing to the grant project from other than airport revenues. Many will also contribute to the project from airport revenues and provide in‑kind airport benefits to further the goals of the proposed service/fare initiatives. In addition to the communities' participation and involvement in designing the grant projects, these financial contributions reflect a commitment to the grant projects that is important to the success of the proposed service/fare initiative. Nearly all of the communities either have, or will establish, public/private partnerships to increase community participation and to facilitate access to air service for the community. By: Karan Bhatia July 1, 2005 With all due respect to a fine airline, in reviewing the letter sent to the DOT by United, it appears that the carrier's Director of Regulatory Affairs is not well versed in the implementation and success of the Small Community Air Service Development Grant Program. This is unfortunate, as the comments made in United's missive reveal a failure to review either the history of the program or the intent of Congress when it passed the Air-21 legislation. The comments made by United's Director of Regulatory Affairs were wide ranging, and in many cases they were unfortunately inaccurate. The tone of the letter also gives the impression that the writer views the grant program as one being used to the detriment of United, which certainly is not the case. As just one example, the allegation that Charleston SC has shifted its 2003 grant award to support service by Independence Air, to the detriment of United, is totally non‑factual.
