Hereby applies for a new or amended Certificate of Public Convenience and Necessity for scheduled foreign air transportation of persons, property and mail from a point or points in the United States and intermediate points to: (1) a point or points in Switzerland and beyond; (2) Kabul, Afghanistan; (3) a point or points in Iraq; and (4) Kuwait City, Kuwait.
North American proposes to initiate service with one weekly roundtrip using Boeing 767 aircraft on each of the following routings:
(a) New York (JFK) - Geneva, Switzerland (GVA), - Kabul, Afghanistan (KBL) - GVA - JFK;
(b) JFK - GVA- Baghdad, Iraq (BGW) - GVA - JFK; and
North American has operated continuously and profitably since it commenced service in 1990, and currently operates two Boeing 767-300ER and five Boeing 757-200 aircraft. North American provides scheduled service to Guyana, Dominican Republic and Puerto Rico, and also performs program and ad hoc public and single entity charters worldwide for a variety of tour-operators and airlines. North American provides passenger service to the Military Airlift Command including flights to Kuwait. North American holds U.S. Flag carrier status under 14 C.F.R. Part 121 and regularly operates charters to the Middle East, Europe, Asia and Latin America.

Supplement to Application for Amended Certificate of Public Convenience and Necessity
North American Airlines, Inc. hereby advises that it is withdrawing its request for an amended certificate to perform scheduled combination service to Afghanistan as set forth in its Application in this docket filed on April 18, 2003. North American continues to seek scheduled authority to Switzerland, Kuwait and Iraq as set forth in the Application. At such time as commercial flights are permitted between the U.S. and Iraq, North American would likely initiate service with two weekly roundtrips to Baghdad, via an intermediate point instead of the single weekly roundtrip described in the Application.

Answer of Northwest Airlines and Motion for Leave to File
Today, Northwest also filed applications with the Department seeking exemption and certificate authority to provide scheduled foreign air transportation of persons, property and mail between any point or points in the United States, via intermediate points, and any point or points in Iraq and beyond. Northwest submits this Consolidated Answer to request that the Department grant Northwests applications simultaneously with the applications already filed by World Airways, Inc., North American Airlines, Inc., and United/Austrian for Iraq service. To the extent the U.S.-Iraq market may be a limited-entry market for U.S. carriers, the Department should consider these and any other Iraq service applications contemporaneously in a selection proceeding consistent with the Departments past practice and Ashbacker Radio Corp. v. FCC, 326 U.S. 327 (1945).

Consolidated Answer of Delta Air Lines
Delta stands ready, willing and able to provide new service to Iraq, which will provide important benefits to support the post-war reconstruction and humanitarian relief efforts now underway in Iraq. Unlike several carriers that have recently sought new certificate and exemption authority, Delta already holds underling authority to serve Baghdad by virtue of its existing certificate on Segment 3 of Route 616. Order 91-10-33.
Delta is evaluating a variety of service options, involving direct, and/or codeshare flights. Delta expects that the U.S. Government will foster and promote a liberalized air service regime with Iraq, so that U. S. and Iraqi travelers can enjoy the import benefits of competitive air service, as Iraq resumes a more prominent role in the global economy. However, to the extent air service opportunities may be limited in the near term, Delta hereby places the Department on notice of Delta's intention to serve Baghdad. Under Ashbacker Radio Corp. v. FCC, 326 U.S. 327 (1945), Delta is entitled to contemporaneous consideration along with the other pending requests for U.S.-Iraq service.
