Hereby applies for a two-year exemption from 49 U.S.C. § 41101 and, to the extent necessary, a designation to engage in scheduled foreign air transportation of persons, property, and mail between Philadelphia, Pennsylvania, and Charlotte, North Carolina, on the one hand, and Mexico City, Mexico, on the other hand, with services beginning in or around October 2003. US Airways would be a new entrant in the U.S.-Mexico City market. Mexico City will be US Airways' third destination in Mexico; US Airways currently serves Cancun and Cozumel.
Philadelphia (PHL) - Mexico City, Mexico (MEX). US Airways plans to operate its daily Philadelphia-Mexico City service on a year-round basis commencing in or around October 2003. For this service, US Airways plans to utilize A-319 aircraft, currently in its fleet, with 120 seats configured as 12F/108Y.
Charlotte (CLT) - Mexico City, Mexico (MEX). US Airways plans to operate its daily Charlotte-Mexico City service on a year-round basis commencing in or around October 2003. For this service, US Airways plans to utilize A-319 aircraft, currently in its fleet, with 120 seats configured as 12F/108Y.

Pursuant to DOT Order 2003-4-18, US Airways, Inc. hereby notifies the Department that US Airways will not resume service in the Philadelphia-Mexico City market beginning April 1, 2004. US Airways hopes to resume this service at some point in the future should circumstances so warrant.

Application for Renewal of an Exemption
By Notice of Action Taken, March 20, 2003, the Department granted US Airways authority in this Docket in order to operate scheduled service between Philadelphia and Charlotte, on the one hand, and Mexico City, Mexico, on the other hand. By Notice filed on February 18, 2004, US Airways informed the Department that it would not be resuming Philadelphia-Mexico City service beginning April 1, 2004. US Airways does currently offer Charlotte-Mexico City service.

Application for Renewal of an Exemption Authority
US Airways currently provides scheduled air service in the above listed markets using Airbus A-319/320 and Boeing 757 aircraft. Renewal of US Airways' exemption authority will greatly serve the public interest by providing substantial competition to other carriers serving Mexico from the United States, while supporting commerce and enhancing the options available to the traveling public.
